Job description

MANTECH seeks a motivated, career and customer-oriented Information Technology Project Manager to join our team in Eglin AFB. We are seeking a highly self-motivated, results-driven IT Project Manager to oversee the architecture, deployment, and authorization of critical cloud environments. In this role, you will bridge technical cloud engineering with rigorous project execution-building integrated master schedules, mitigating risks, managing resource utilization, and driving cloud applications through the Authority to Operate (ATO) process. The ideal candidate works autonomously with minimal oversight, thrives in structured defense/government technical environments, and possesses the executive presence needed to brief senior leadership (O-6 and above). Responsibilities include, but are not limited to: * Cloud Infrastructure & Application Lifecycle: Oversee and guide cloud infrastructure management, application development, microservices architecture, and enterprise deployment strategies across public, private, or hybrid cloud environments (AWS, Azure, Google Cloud, or MilCloud/GovCloud).
* Cloud ATO Process Management: Lead programs through the Risk Management Framework (RMF) and DoD/Federal Cloud ATO processes to secure and maintain system authorizations.
* Schedule Development (IMS): Construct, maintain, and execute comprehensive Integrated Master Schedules (IMS) tracking complex program milestones, critical paths, and cross-functional dependencies.
* Risk & Issue Mitigation: Establish proactive Risk, Issue, and Opportunity (RIO) management frameworks; identify, track, and remediate technical, schedule, and operational bottlenecks.
* Task & Dependency Tracking: Map inter-team technical dependencies across software development, platform operations, cybersecurity, and infrastructure teams to ensure seamless delivery. Monitor and report on team and material resource utilization rates, optimizing labor allocation to maintain budget and schedule targets.
* Senior Leadership Briefings: Synthesize complex technical and program status data into concise, high-impact briefings for senior military officers (O-6 and above) and executive stakeholders.
* Self-Directed Execution: Operate with high autonomy-taking broad intent, defining operational goals, and driving cross-functional teams to execution without requiring daily oversight. Minimum Qualifications: * Bachelor's degree in computer science, Information Technology, Systems Engineering, Project Management, or related technical discipline, an additional four years of experience may be substituted in lieu of a degree.
* 3+ years of experience in cloud infrastructure management, cloud application development, and deployment pipelines (CI/CD).
* Demonstrated experience guiding cloud platforms or software applications through the complete ATO/RMF lifecycle.
* Hands-on experience creating and maintaining Integrated Master Schedules (IMS), managing risks/issues, mapping task dependencies, and tracking resource utilization rates using tools like MS Project, Jira, or Primavera P6.
* Proven track record of operating independently, setting self-directed priorities, and driving results with limited supervision. Preferred Qualifications: * Familiarity with the FENCES environment/framework.
* Direct experience briefing O-6 level commanders, Flag Officers, or SES-level leadership.
* Certifications (Any of the following):
* Project Management: PMP, PMI-ACP, or Certified ScrumMaster (CSM).
* Cloud Architecture: AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect, or equivalent.
* Security & ATO: CISSP, CISM, CAP/ISC2 Certified Authorization Professional, or CompTIA Security+. Security Clearance Requirements: * Must have a current/active Secret clearance, to start, and be willing and able to obtain a TS/SCI clearance
* Eligibility for access to Special Access Program Information
* Willingness to submit to a Polygraph. Physical Requirements: * Must be able to remain in a stationary position 50%
* Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
* Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer
* Often positions self to maintain computers in the lab, including under the desks and in the server closet
* Frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
