Compensation Grade

The Logistics, Quality & Laboratory Asset Manager is responsible for leading the site's logistics execution, quality management systems, and laboratory operations to ensure reliable customer service, regulatory compliance, and costeffective operational performance.

This role ensures that products, byproducts, and waste streams are moved safely and efficiently, quality systems meet ISO and customer requirements, and laboratory services deliver accurate, timely data to support operations and commercial commitments. The role works in close partnership with Operations, Commercial, and SHE.

Accountability SHE Excellence

  • Actively lead and sponsor adherence to INEOS 20 Safety Principles and Life-Saving Rules across Logistics, Quality and Lab.
  • Responsible for prompt reporting of all safety incidents, injuries, near misses, near hits including the investigation initiation, closure, and communication.
  • Responsible for tracking action items within the asset related to incidents, investigations, PHAs, IGGN compliance, 20 Safety Principles, quality CAPA items and environmental compliance.
  • Ensures that all safety lessons learned are internally distributed and incorporated in safety procedures or good working practices.
  • Ensures Asset meets the expectations of the INEOS AsCare program and perform routine audits of the Asset.

Accountability Lead and Develop the Logistics, Quality and Lab Teams

  • Guarantees a uniform adherence to site INEOS expectations, SHE, and HR policies.
  • Promotes open communication within teams of ownership, including facilitating area meetings, regular briefings to the Asset teams, planning meetings, etc.
  • Provide visible leadership to Logistics Operations, Lab and Quality.
  • Ensure robust operating procedures, training programs, and qualification pathways are in place for Logistics and Lab personnel.
  • Drive succession planning and capability development aligned with long-term site needs.
  • Promote cross-functional collaboration with operations, maintenance, engineering, and SHE teams.
  • Act as a change agent for cultural, technical, and organizational improvements.
  • Ensures that area objectives are clear, communicated and understood across all levels of the team, including awareness of the short-term and long-term Asset objectives, and what role they play in meeting them.
  • Working knowledge of Collective Bargaining Agreement and Grievance procedures.
  • Act as a change-agent and champion site initiatives that support the long-term viability of the site and its respective businesses.

Accountability Logistics Asset Management

  • Ensure the infrastructure required to support the operating businesses is developed and implemented (fleet size, storage yards, maintenance, inspection and cleaning programs, car/truck specifications, etc.)
  • Responsible for short- and long-term logistics planning and execution to safely and cost effectively deliver products or move raw materials.
  • Ensure logistics plans align with production, inventory, and commercial requirements.
  • Set and get agreement on the annual logistics budget.
  • Monitor and intervene logistics network performance ensuring on-time delivery and customer satisfaction.
  • Ensure all necessary certifications are complied with and maintained (ISO, Kosher, Food, etc.)
  • Ensure compliance with all country, regional, and local laws and regulations for the transport and shipment of products (ISO, DOT, DEA, etc.)
  • Ensure reliable supply chains for truck, rail and ship are in place and always adhered to.
  • Ensure the impact of demurrage is minimized and recovery from 3rd parties is achieved wherever possible.
  • Ensure that all Working Capital targets are delivered.
  • Responsible for ensuring, through designed processes and strong leadership, that deliveries are on time and risks are mitigated along the way to ensure the full delivery target KPI of 98% is achieved.
  • Ensure, through designed processes and leadership, that all invoicing is accurate, 100% of the time to customers.
  • Ensure, through individual/team development and leadership, that a customer focused, and responsive supply chain and customer service team is in place.
  • Responsible for the daily / working relationship with the Logistics, Customer Service, and Quality team at the Texas City plant.

Accountability Lab and Quality Management Systems

  • Ensures lab has suitable equipment and instrumentation.
  • Personnel management and development for Lab
  • Ensure compliance of laboratory operations to the laboratory safety and industrial hygiene program.
  • Responsible for the development and justification of annual lab supplies, lab stores, and quality systems audit budget
  • Ensures safety compliance within the lab.
  • Ensures processes are in place and audited for safe operations of the lab including worker safety, hazardous waste handling, and chemical hygiene
  • Accountable for the compliance and certification to ISO 9001
  • Ensure the overall Quality Management System for the site meets established targets and customer needs
  • Focuses on maintaining high-quality standards in lab processes.
  • Ensures adherence to regulatory requirements.
  • Back-up to the Laboratory & Quality Supervisor for all Quality Management System responsibilities, including but not limited to:
  • quality audit coordination
  • timely response provided to audit reports from all formal quality audits
  • quality message system management
  • action item system performance monitoring
  • performance of effectiveness verification for quality corrective actions
  • Ensure the coordination of the Quality Systems management review is in compliance with relevant quality standards
  • Guides organization through transitions in quality standards (new ISO, GMP standard revisions, etc.)
  • Identify and implement process improvements to improve the effectiveness of the Quality management system and laboratory operations
  • Ensure proper execution and result reporting including recommendations

Accountability Commercial & Customer Interface

  • Act as site interface for logistics and quality topics with Commercial and Customer Service.
  • Translate customer requirements into executable logistics, quality, and lab processes.
  • Participate in customer audits, service reviews, and improvement discussions.
  • Ensure logistics and laboratory capabilities support future business growth and product requirements.

Accountability Maintain focus on EBITDA, fixed and variable costs, budget control, and reporting for assigned Asset.

  • Own operating costs for logistics, quality systems, and laboratory operations.
  • Develop annual budgets, forecast updates, and long-range asset strategies.
  • Lead CapEx project identification, justification, prioritization, and execution.
  • Ensure capital projects deliver intended safety, reliability, and cost outcomes.
  • Explores creative staffing opportunities to ensure approved headcount is optimized and overtime is reduced.
  • Actively involved in developing strategic projects, like organizational changes, eliminating bottlenecking and/or growth projects across the facility.

Qualifications:

Level of Education & Knowledge:

  • Bachelor's degree in Engineering, Chemistry, Supply Chain, or related field.
  • 10+ years in manufacturing or utilities operations within a petrochemical or heavy industrial environment.
  • 10+ years in chemical or industrial manufacturing.
  • 5+ years in leadership roles spanning logistics, quality, or laboratory functions.
  • Experience with ISO 9001 and customer audits.
  • Ability to pass background check for Transportation Workers Identification Credential (TWIC) card.

Experience & Technical Skills:

  • Strong understanding of how customer demand, forecasts, and manufacturing plans translate into logistics execution, including inventory positioning and shipment timing.
  • Working knowledge of chemical logistics operations (truck, rail, terminals) and applicable hazardous materials transportation regulations (DOT, USCG, TDG).
  • Experience with logistics contracting, carrier performance management, and cost control, including KPI oversight.
  • Working knowledge of laboratory operations supporting process control, product release, and customer quality requirements.
  • Experience with quality management systems (ISO 9001), audits, nonconformance management, and corrective actions.
  • Understanding of laboratory data integrity, calibration programs, and analytical method governance.
  • Strong knowledge of personal and process safety management principles, including formal PSM training.
  • Understanding of SHE requirements specific to logistics, laboratory operations, chemical handling, waste movements, and contractor safety.
  • Familiarity with maintenance, inspection, integrity management, and contractor oversight as applicable to logistics and lab assets.
  • Experience working in unionized and nonunionized environments, including collective bargaining and grievance processes.
  • Working knowledge of SAP, Microsoft Office, and related business systems; LIMS experience preferred.
