Program Manager, Fleet Strategy & Contingency Planning

Salary Range: $110,000.00-$125,000.00 Annually, Commensurate with Experience, plus Incentive Bonus Potential

Work Modality: Hybrid 

Travel: 10-35%

Schedule: Full-time, Monday - Friday

Location: San Francisco, Denver, Dallas, Las Vegas, Chicago and Atlanta

Role Overview

As the Program Manager, Fleet Strategy & Contingency Planning, you will architect the operational blueprint for our market activation, defleeting, and real estate contingency programs. This is a high-impact, senior-level role focused on building the program from the ground up, driving absolute standardization, and designing the logistics for complex site activations.

You will not be negotiating leases. Instead, you are the master planner who takes raw real estate data, builds the tracking frameworks (similar to Smartsheet portfolio tracking), and establishes the playbooks to seamlessly scale and contract our fleet footprint across every market.

Key Responsibilities Program Architecture & Process Building
    • Standardization: Design, build, and implement standardized operational processes and playbooks for market entry, defleeting, and site activation.
    • Tracking & Tooling: Build and maintain comprehensive market-by-market tracking infrastructure (utilizing Smartsheet or similar relational planning tools) to provide real-time visibility into parking capacity and readiness across all territories.
    • Logistics Design: Map out the exact operational flow and logistical requirements for fleet movement, intake, and handoffs.
 Defleeting & Contingency Activation
    • Defleeting Strategy: Develop and execute structured defleeting plans customized for every active market to ensure efficient asset drawdowns.
    • Contingency Site Readiness: Establish the trigger points and "go-live" operational playbooks required to rapidly activate standby and contingency parking sites.
    • Special Project Activation: Build the end-to-end operational process to activate and operationalize large-scale, complex contracts, transforming zero-process situations into turnkey operations.

Cross-Functional Leadership (No Negotiations)

    • Lead the operational handoff from the real estate/sourcing teams once sites are secured.
    • Partner with Local Market Operations, Logistics, and Fleet Teams to ensure playbooks are executed flawlessly on the ground.
Candidate ProfileExperience & Qualifications
    • Senior-Level Program Management: 7+ years of experience leading complex, multi-market operational programs, ideally within mobility, logistics, supply chain, or large-scale fleet operations.
    • Process Architect: Proven track record of taking ambiguous, "zero-process" environments and building structured, scalable workflows and playbooks.
    • Advanced Tooling Skills: Power-user capability in Smartsheet, Asana, Jira, or similar project management/relational data platforms to build portfolio-wide tracking systems.
    • Logistical Acumen: Strong understanding of fleet management, asset movement, and the spatial/operational constraints of large-scale parking/industrial sites.
Competencies
    • Strategic Foresight: Ability to anticipate operational bottlenecks and build mitigation/contingency plans before they disrupt the business.
    • Analytical & Organized: Highly detail-oriented with the ability to manage massive amounts of moving data across dozens of markets simultaneously.
