Job description

The Material Management Specialist III performs work requiring advanced knowledge that is predominantly intellectual in nature and routinely exercises independent discretion and judgment. This knowledge is typically acquired through specialized education and significant professional experience in material management, including expertise in industrial construction materials, tools, equipment, procurement, logistics, and inventory management.

This position serves as a purchasing, expediting, material planning, logistics, or field purchasing team lead, supervising personnel under the direction of Purchasing Management. The role is responsible for managing project materials and providing procurement support for offices, overhead departments, or indirect procurement categories. Key responsibilities include coordinating purchasing activities, expediting materials, overseeing logistics and inventory planning, ensuring timely delivery of goods and services, and supporting project and operational objectives while maintaining compliance with company policies and procurement procedures.

Key Responsibilities

  • Manage critical material orders and supervise personnel at a mid-management level with oversight from Material Management.
  • Monitor and report the supplier's performance toward completion of all deliverables per the Terms & Conditions of the Purchase Order.
  • Collaborate across all disciplines including Material Management, Supplier Quality Surveillance (SQS)/Quality, Engineering, Project Data & Document Management (PDDM), and Construction.
  • Act as liaison among AMECO, Supplier, and Client, as required.
  • Generate documents, organize, and manage files, and maintain tracking data and reports.
  • Perform data entry proficiently in the Material Management Work Process with the approved Corporate Reference Tool for Material Management to facilitate project requirements.
  • Conduct bid clarification, pre-award, and post-award; schedule/quality recovery meetings.
  • Maintain the highest ethical standards of Material Management professional responsibility.
  • Analyze and make independent recommendations regarding solutions to problems with varying complexity per organization and/or project objectives and guidelines.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines.
  • Plan and organize own work assignments, as well as carry out tasks from management staff.
  • Maintain compliance with all applicable policies, procedures, and global standards.
  • Adhere to and support AMECO's Health, Safety & Environmental and Sustainability Policies.
  • Effectively develop and apply the Core Skills to the job.
  • May need to travel to attend to business-related matters

Additional Responsibilities:

Commercial Strategies
  • Identify potential regional manufacturing sources in the designated categories with knowledge of recent commercial opportunities and successful execution experiences.
  • Actively work to develop commercial strategies for projects.
  • Create routine reports on strategies implemented (e.g., ongoing projects, savings, issues, prospects, etc.).

Material Planning
  • Update data in the material management system.
  • Retrieve reports and assemble them according to project-specific needs.

Purchasing
  • Work effectively within a multi-functional, culturally, and regionally diverse project team.
  • Review and understand project Terms and Conditions.
  • Prepare bid tabulations for equipment and bulk commodities.
  • Participate in all task force meetings.
  • Prepare and issue purchase orders and change orders.
  • Coordinate, and record Bid Opening meetings, and chair Clarification meetings.
  • Ensure timely submittal and processing of supplier invoices.

Expediting
  • Proactively manage suppliers and sub-suppliers to ensure delivery schedules are maintained.
  • Assess supplier progress frequently to confirm timely submittal/return of engineering documents, delivery of sub-vendor material, and fabrication activities to determine if the supplier can maintain the promised delivery schedule.
  • Promote swift detection and resolution of potential issues at the earliest possible stage, so a Recovery Plan can be implemented; if required, assist in the definition of Supplier Recovery Plans, then expedite supplier performance accordingly.
  • Timely and accurate update of approved material management reference system schedules and expediting notes.
  • Facilitate regular meetings/teleconferences with Suppliers, Clients, Procurement, and Engineering; Coordinate with Warehousing, Purchasing, Planning, and Logistics to address/reconcile Overages, Shortages, and Damages (OSD) and Material and Equipment Deficiency Notification (MEDN) claims.

Logistics
  • Assist the development of logistics plans for the best mode of transportation (ocean, air, land) incorporating customs clearance processes and International Commercial Terms (INCOTERMS) and regulations associated with import/export.
  • Coordinate domestic shipments and standard international shipments.
Field Material Management
  • Reconcile pick tickets.
  • Generate and administer Material Deficiency Reports as required.
  • Process Material Receiving Reports, Overages, Shortages, and Damages (OSD) reports, and Field Material Requisitions in the approved material management reference system.
  • Issue pick tickets by Bill of Material, mark piece number, Material Shipping Record, or Transfer of Materials.
  • Maintain Material Certificates.
  • Maintain files – Receiving and Issuing.
Indirect Procurement
  • Support the implementation of non-project procurement initiatives and metrics.
  • Utilize proper systems to execute and administer purchase orders and contracts.
  • Negotiate with suppliers and contractors for best value including emphasizing risk mitigation and on-time delivery of material and equipment and/or rendering of services per the schedule.

Education Requirements:

  • Bachelor's degree in applicable field of study preferred, and three years of relevant job experience, or
  • A combination of education and directly related experience equal to seven (7) years.

Minimum Qualifications:

  • Experience primarily in material management.
  • Applicable professional certification(s) or license(s)
  • Ability to effectively supervise and improve work processes.
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
  • Job-related technical knowledge necessary to complete the job.
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
  • Ability to attend to detail and work in a time-conscious and time-effective manner.
  • Demonstrated proficiency in the use of personal computer-based business applications.
  • Valid driver’s license.
  • Know how his or her contribution supports the team and corporation.
  • Effectively manage personnel within a multi-functional, culturally, and regionally diverse project team.
