Job description

The Cobb County-Marietta Water Authority located in Marietta, Georgia is a regional public utility that provides potable water (drinking water and water for fire protection) on a wholesale basis. Engineer III, IV, or V
This position will lead and manage engineering projects supporting facility upgrades, strategic water quality initiatives, and ongoing operational improvements. The ideal candidate will bring strong technical expertise in both conventional and advanced water treatment processes, a solid foundation in water chemistry, knowledge of various treatment equipment, experience leading pilot studies, and the ability to troubleshoot complex operational issues. This role requires a professional with strong communication skills who can translate technical analysis into practical, sustainable improvements that enhance system performance and regulatory compliance.
Engineer III
This is a mid-level professional engineering position working under moderate supervision. Directs and performs more complex engineering projects such as transmission pipeline improvements; booster pump stations and storage tanks; and facility improvements. Works closely with and directs professional consultants and construction contractors. Negotiates contracts, assists in budget preparation and the capital improvement plan and coordinates the RFP process. Works closely with and reports to the Director of Engineering.
Engineer IV
Directs and performs more complex engineering projects such as water treatment plant extensions and improvements, process changes and optimizations; transmission pipeline improvements; booster pump stations and storage tanks; and water resource development. Works closely with and directs professional consultants and construction contractors. Negotiates contracts, assists in budget and the Capital Improvement Plan preparation, and coordinates the Request for Proposal process. Works closely with and reports to the Director of Engineering.
Engineer V
This is a senior-level professional engineering position working under moderate supervision. Directs and performs highly complex and technical engineering projects such as large water treatment plant extensions and improvements; complex process changes and optimizations; transmission pipeline improvements; booster pump stations and storage tanks; and water resource development. Works closely with and directs professional consultants and construction contractors. Write and negotiate contracts, assists in budget and Capital Improvement Plan preparation, coordinates the Request for Proposal process and may supervise staff. Works closely with and reports to the Director of Engineering.
Engineer III Salary Range: $88,678 - $137,451
Engineer IV Salary Range: $103,434 - $160,323

Essential Duties and Responsibilities:
Engineer III
  • Analyzes reports, maps, drawings, blueprints, tests and conducts site investigations to provide information to senior engineers; assists with site investigations for plant projects, pipelines and water resource projects.
  • Calculates cost and provides recommendation on the feasibility of projects based on analysis of collected data.
  • Assists with the development and evaluation of Requests for Proposals for professional services.
  • Assists with the development of new construction and professional services contracts.
  • Assists with the negotiations of easement acquisitions.
  • Assists project operations for the construction, repair, replacement and modification of water resource facilities and system water lines. Assists with the planning, design and construction for water transmission system extensions, additions and modifications including storage tank improvements and meter installations.
  • Assists operations with maintenance of system including pipeline repairs and tapping.
  • Assists operations divisions by producing plans and specifications for limited scope projects and directly overseeing the bidding and procurement process.
  • Visits construction sites to monitor progress and ensure conformance to engineering plans, specifications and construction and safety standards.
  • Reviews pay requests and project schedules.
  • Negotiates change orders and participates in dispute resolutions.
  • Assists with hydraulic modeling studies of transmission system and evaluates water distribution operations.
  • Works with engineering consultants in the performance of aforementioned duties.
Engineer IV
  • Supervises development of facility plans and plant expansion plans. Evaluates current and new technologies. Supervises the design and construction of new facilities. Provides technical assistance in solving water treatment issues.
  • Analyzes drawings, reports, maps, tests, topographic and geologic maps, aerial photographs; conducts site investigations to plan and design plant projects, pipelines, and water resource projects.
  • Calculates cost and determines feasibility of a project based on analysis of collected data.
  • Writes, receives, and evaluates Requests for Proposals for professional services.
  • Negotiates current construction and professional services contracts with contractors and engineers, and coordinates contract review with legal counsel.
  • Assists with the negotiations of easement acquisitions and coordinates with legal counsel.
  • Directs project operations for the construction, repair, replacement, and modification of plant facilities, water resource facilities and system water lines. Supervises planning, design and construction for water transmission system extensions, additions and modifications including storage tank improvements and meter installations.
  • Assists Transmission Division with maintenance of system, including pipeline repairs amp; tapping.
  • Assists Operations Divisions by producing plans and specifications for limited scope projects and directly overseeing the bidding and procurement process.
  • Inspects construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.
  • May be assigned to pipeline projects and/or operations support requiring 24-hour availability using an Authority vehicle equipped for emergencies and roadside use.
  • Understands and implements applicable environmental regulations for public drinking water supplies and construction projects.
  • Assists in developing short- and long-range plans for water resource development and expansion, maintenance and upgrades for transmission system and treatment facilities. Assists in developing, implementing and managing the Capital Improvement Plan for the system.
  • Performs related responsibilities, as necessary.
Engineer V

Minimum Qualifications Required (Engineer III):
  • Engineering degree from a four-year college or university and three years of related experience and/or training; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities required for the position.
  • Georgia Engineer in Training (EIT) License (Required)
  • Georgia Soil and Water Conservation Commission ESC Level I or II Certification required or must be obtained within six months of hire.
  • Georgia Driver’s License with a good driving history; a good driving record must be maintained to continue employment with the Authority.
  • Knowledge of computers and software applications, operating systems, and computer and SCADA networks; advanced proficiency in Microsoft Word, Excel, PowerPoint, Outlook, and Adobe.
Minimum Qualifications Required (Engineer IV):
  • Engineering degree from a four-year college or university and six years of related experience and/or training; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities required for the position.
  • Georgia Professional Engineer (P.E.) or ability to obtain P.E within 3 months required.
  • Georgia Soil and Water Conservation Commission ESC Level I or II Certification required or must be obtained within six months of employment.
  • Driver’s License with a good driving record required. A good driving record must be maintained to be allowed to continue employment with the Authority.
  • Knowledge of computers and software applications, operating systems, and computer and SCADA networks; advanced proficiency in Microsoft Word, Excel, PowerPoint, Outlook, and Adobe.
Minimum Qualifications Required (Engineer V):
  • Engineering degree from a four-year college or university and ten years of related experience and/or training
  • Master’s degree in engineering is highly preferred.
  • Georgia Professional Engineer (P.E.) or P.E. from another State, and the ability to receive reciprocity in Georgia within 3 months, required.
  • Georgia Soil and Water Conservation Commission ESC Level I or II Certification required or must be obtained within six months of employment.
