Understanding these differences helps clarify career paths and job expectations in the industry.

What are some common challenges faced by location scouts during the pre-production phase?

One of the main challenges location scouts encounter in pre-production is balancing creative vision with logistical constraints, such as permits, accessibility, and budget limitations. Scouts often need to find locations that meet the director's aesthetic needs while ensuring they are feasible for filming in terms of space, lighting, and sound. Additionally, negotiating with property owners and coordinating with local authorities for permits can be time-consuming. Effective communication and problem-solving skills are essential for overcoming these hurdles and ensuring a smooth production process.

What are the key skills and qualifications needed to thrive as a location scout, and why are they important?

To thrive as a Location Scout, you need a keen eye for detail, strong organizational skills, and knowledge of photography or videography, often supported by experience in film production or location management. Familiarity with mapping software, digital cameras, and location databases is typically required. Excellent communication, negotiation, and problem-solving abilities help you build relationships with property owners and adapt to changing production needs. These skills ensure you can efficiently find, secure, and manage locations that meet creative and logistical requirements for film or photo shoots.

What does a location scout do?

A location scout seeks out specific locations portrayed in a film or television script. As a location scout, you have several responsibilities in pre-production such as reading the movie or series script, finding numerous locations for scenes, and obtaining the consent of the property owner to allow your crew to shoot at the site. You work closely with production team members and may take producers, directors, and department heads to narrow down location options. You also have duties related to planning and logistics, such as finding parking, requesting filming permits with the city, and being on set during filming to handle any issues with traffic.

Job description

Job Title: Principal Bid Scout

Company: Horizon Underground

Location: Norco, CA (Onsite)

Hello,

I'm DK, CEO of Horizon Underground. I'm reaching out personally because we are at a critical new phase of growth, and that mission requires a key operator to run the nerve center. We relish saying what we mean, simplyso I'll be direct. We are looking for a scout to help us see 100% of the market.

Over the last 25+ years, we've built an incredible reputation for excellence and always honoring our word and we are honored to be recognized as a leader in the dry utilities' construction field. We are based in Southern California and serve our customers wherever they need us. We have an amazing team (we call them our 007s) who build the critical underground infrastructuretelecom, electric, gas, and railthat enables our communities and help us all keep moving forward.

We are in our next phase of growth and impact. For us, that means investing in our people and giving our teams the enhanced tools and processes they need to deliver for our customers and the communities we serve. When they win, we all win.

Our growth depends on achieving 100% market visibility and 100% bid compliance. We can't win jobs we don't see, and we will not lose jobs over a technicality.

This is where you come in.

Your Mission

Your mission is to be the architect and operator of our revenue pipeline. You are the scout who will find 100% of the opportunities that fit our strategy and the expert who will guarantee our 100% compliance readiness for every bid.

This is a systems-building role, which we view in two phases:

Phase 1: Architecture (First 3-4 Months): Your primary focus (~75%) will be designing and building the growth enginearchitecting the market-monitoring process, building the automated workflows, and designing the handoff protocol.

Phase 2: Operations & Maintenance: Once the system is built, your focus will shift to owning, running, and refining the engine you've built, ensuring it operates at 100% efficiency.

You will work directly with the CEO and the entire leadership team. Your job is to ensure our world-class field teams always have a pipeline of qualified, buildable projects.

What You'll Be Doing

Your work will be focused on three key areas, in this order:

Strategic Foresight & Bid Council: As a key member of the Bid Council, your role is to provide actionable, strategic foresight. You will use your 100% market visibility to analyze trend data from the fragmented portals, spotting competitive shifts and changes in procurement strategy to help the Council make proactive decisions, not just reactive ones.

Market Intelligence & Pipeline Architecture: This is your primary build. You will design, build, own, and maintain the market intelligence pipeline. This means mastering the fragmented external portals and architecting the automated ingestion workflow to get qualified opportunities into Hubspot.

The Mission Ready File & The Handoff: You will own the operational systems that guarantee our right to play. Your key deliverable to the Customer Development Lead will be the Mission Ready Filea guaranteed-complete package containing 100% of all master eligibility documents (bonding, insurance, DIR) and all in-flight bid changes (addendums, RFI deadlines). This deliverable creates the boundary:

oYou Own: Eligibility & Opportunity ID (The Mission Ready File)

oCustomer Development Lead Owns: Customer Relationships, Pricing, Strategy & Submission Content

This Job Is for You If...

You are a systems-builder who owns the outcome. You thrive on autonomy and ownership, which for you means designing, building, and running a world-class system. You know that a perfect, repeatable checklist is the result of great architecture, not a replacement for it.

You are a master of the details. You view the achievement of 100% compliance not as paperwork, but as mission assurancethe guaranteed, perfect output of the system you've designed and maintain.

You are a world-class partner. You thrive by protecting the Customer Development Lead and estimating teams from administrative noise, allowing them to focus exclusively on competitive strategy and value engineering.

You understand the Southern California public works landscape. You have verifiable experience navigating the complex, fragmented procurement portals of Riverside, San Bernardino, and Orange counties.

You are a technical power user. You are an expert in Hubspot and are excited to architect the data flow into it.

You are not a fan of jargon. You communicate clearly, simply, and directly.

You fit our culture. You're committed, disciplined, accountable, collegial, and with high integrity.

What We Offer

Autonomy & Direct Access: You will work with a high of autonomy and report directly to the CEO. Your work is not filtered; it is central to our strategy.

High-Impact Compensation: We offer a highly competitive base compensation package, supplemented by a substantive annual performance bonus and incentive compensation tied directly to achieving your 100% bid compliance and market capture metrics.

Premium Benefits: This role includes a full suite of premium benefits, including top-tier health and dental plans and a 401(k) match, reflecting the role's impact to our mission.

A Mission-Critical Role: You are the operator of our growth engine. This is a high-stakes role, not a back-office cubicle job.

An Amazing Team: You'll be working with a group of 007s who are the best at what they do.

If you are a builder and a doer who relishes bringing order to chaosand you gain pure satisfaction from designing, building, and maintaining the kind of adaptable system that turns a highly fragmented market into a predictable pipeline of buildable, profitable work for our 007swe want to talk to you.
