Job Description
Fluor is seeking an experienced Program Manager to lead a complex, multi-year international engineering and construction program. This is a Key Personnel position with full contract authority, serving as the primary point of contact for all program execution activities. The role is based primarily overseas (OCONUS) with travel required.
Responsibilities
  • Serve as the Contractor's senior representative and primary point of contact with the government customer and host-nation partners.
  • Provide overall management and integration of design, construction, equipment procurement, and training activities across the full period of performance.
  • Direct a multidisciplinary team including construction, technical, and training personnel, as well as subcontractors.
  • Develop and maintain program management plans, schedules, cost performance reports, and risk registers.
  • Facilitate project kick-off meetings, weekly status meetings, and formal reporting in accordance with contract requirements.
  • Coordinate compliance with applicable U.S. government regulations, export control requirements, and host-nation laws and customs.
  • Manage partner relationships with U.S. Embassy personnel, local government ministries, and host-nation facility leadership.
  • Exercise full authority to make binding programmatic decisions on behalf of the Contractor.

Basic Job Requirements
  • 15+ years of experience in program management, with at least 7 years managing complex international construction, engineering, or technical projects of comparable size and scope.
  • Demonstrated experience managing projects in OCONUS environments; Central Africa experience is a strong plus.
  • Bachelor's degree from an accredited university in Engineering, Construction Management, Business Administration, or a related field.
  • Current Project Management Professional (PMP) certification from PMI is required.

Other Job Requirements
Preferred Qualifications
  • Master's degree in a relevant field.
  • Experience supporting U.S. government defense or international security programs.
  • Familiarity with high-containment laboratory or specialized life sciences facility construction programs.
  • Working proficiency in French.
