  • Monday – Friday 8:30 am – 5:30 pm 
  • Hybrid after 90 days – 3 days in office / 2 days remote

Position Overview

DB Insurance is seeking a strategic and forward-thinking HR Manager who will be responsible for overseeing human resources operations across our four U.S. offices (California, New York, Hawaii, and Guam), supporting both local U.S. staff and expatriate employees.  As a critical organizational bridge, you will communicate directly with our Headquarters (HQ) in South Korea to align HR policies, manage employee relations, and ensure compliance. In addition to regional HR leadership, you will manage the workplace operations. The ideal candidate possesses extensive leadership experience, and is adept at navigating multi-state labor regulations.

Key Responsibilities:

  • Multi-Site HR & Compliance Management: Oversee HR functions and provide guidance for our offices located in CA, NY, HI, and Guam, ensuring compliance with federal, state, and local employment laws while navigating region-specific regulations. 
  • Leadership & Supervision: Direct, mentor, and oversee the performance of HR Generalist and an Office Operations Coordinator.
  • Expatriate & Local Staff Support: Manage the entire employee lifecycle for both local U.S. staff and expatriate employees, including support for cultural integration, relocation coordination, and policy understanding.
  • Talent Management: Lead recruitment, onboarding, performance evaluation, and training programs tailored to diverse teams
  • HQ Liaison & Strategy Alignment: Serve as the link between U.S. branches and South Korea HQ. Align global HR strategies with U.S. operations and secure HQ approvals for regional policy adaptations. 
  • Policy Management & Updates: Review and update existing personnel procedures and policies. Maintain and update employee handbooks tailored to U.S. regulations. 
  • Employee Relations: Address employee inquiries, manage conflict resolution, and proactively foster a positive, inclusive, and collaborative company culture.
  • Budgeting & Compensation Strategy: Create the annual HR budget, including collaborating with HQ in executing the annual salary review and compensation planning, and managing overall departmental expenditures for the U.S. offices.
  • HR Systems & Payroll: Proven experience processing payroll and serving as the lead administrator for core HR technologies, including HRIS, ATS, and LMS platforms. 
  • Training & Development: Design and implement training initiatives focused on compliance, leadership development, and continuous professional growth.
  • Workplace Operations: Manage day-to-day office and workplace operations to maintain an efficient, safe, and productive work environment.
  • Other relevant tasks as required.

Qualifications:

  • 8+ years of HR experience, with at least 4+ years in a management or leadership role
  • Bachelor’s degree, preferably in Human Resources, Business Administration, or a related field
  • Expertise in end-to-end payroll processing and serving as the lead administrator for HRIS, ATS, and LMS platforms. 
  • Experience leading a multi state U.S. labor law organization with 100+ employees
  • Excellent analytical, problem-solving, and organizational skills
  • A self-driven and proactive individual who takes ownership of their work
  • HR certifications such as SHRM-CP or PHR a strong plus
  • Experience in the insurance industry is required.
