Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE GS-12: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes:

  • Experience evaluating Internal Revenue Service (IRS) functions, programs, policies, regulations, procedures, and operations to assess program plans and determine the impact of changes on program goals and objectives.
  • Experience conducting program reviews, studies, or projects involving cross-functional programs to evaluate operations, coordinate systems, and optimize the use of program resources.
  • Experience applying analytical and evaluative methods to assess program operations, identify gaps or conflicting information, consolidate findings, and recommend alternatives or corrective actions to improve program effectiveness.
  • Experience evaluating tax administration issues or enforcement changes affecting assigned programs and recommending revisions to procedures or implementation of regulatory requirements.
  • Experience applying management planning, program evaluation, process analysis, management reporting procedures, and available system capabilities to resolve operational issues and develop statistical or management information reports.
  • Experience communicating program findings, conclusions, recommendations, and procedural or regulatory information through oral briefings and written reports to managers, employees, or other program officials.

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.   • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
