Position Overview and Responsibilities:

Under the supervision of the Retirement Compliance Audit Supervisor, the employee in this position will perform the following functions in accordance with Chapter 121.193, F.S.:

Conduct audits of the payroll and personnel records of participating agencies of the Florida Retirement System to determine the accuracy of reports submitted to the department and to assess the degree of compliance with applicable statutes, rules, and coverage agreements. 

Specifically, this employee's duties include:

1. Develop assignment scopes, methodologies, and audit programs. 

1. Analyze supporting evidence, draw logical conclusions, and develop appropriate findings and recommendations. 

1. Prepares thorough, complete and accurate documentation of work performed, oral and written briefings, and assisting audit management in preparing draft reports, final reports, and summary letters

1. Travel statewide to perform on-site audits

Independently conduct follow-ups to ascertain proper action is taken on reported findings of the Office of the Inspector General.  Such follow-ups require verifications of the current status of responses from auditees and communication of results with the Inspector General and Division of Retirement Management.

Conduct special reviews of the Florida Retirement System and review the agency's operations concerning retirement and social security coverage.

Maintain proficiency by continuing education through membership and participation in professional societies; attendance at conferences, seminars, college courses, and in-house training programs; or participation in research projects.

Perform other related duties, as required.

Knowledge, Skills, and Abilities:

• Some knowledge of the American Institute of Certified Public Accountant's Generally Accepted Auditing Standards, United States Government Accountability Office's Government Auditing Standards, Institute of Internal Auditor's Professional Practices Framework and Standards, the Association of Inspectors' General Principles and Standards for Offices of Inspector General, and the Information Systems Audit and Control Association's Standards.
• Ability to understand, interpret and appropriately apply laws, rules, regulations, policies, and procedures.
• Ability to communicate effectively verbally an in writing to express facts and ideas in a succinct and organized manner and make clear and convincing oral presentations.
• Ability to analyze problems using sound reasoning to identify alternative solutions and distinguishing between relevant and irrelevant information.
• Ability to plan, organize and coordinate work assignments based upon objectives, identify problems and opportunities, monitor progress, and accomplish goals.
• Ability to learn and develop an understanding of complex organizational and financial processes and systems.
• Ability to establish and maintain a professional and effective working relationship with others by listening and facilitating open exchange of ideas.
• Experience with Microsoft Office products.

Minimum Qualifications:

• Six years of professional experience in the area of auditing, fiscal work, or statistics. A postsecondary degree may be used as an alternative for years of experience on a year-for-year basis.
• A minimum of 1 years of experience in a retirement program at the Florida Division of Retirement or a minimum of 1 year experience auditing in an Office of Inspector General.
• This position may require travel.

Division of Retirement:

The mission of the Division of Retirement (division) is to deliver a high quality, innovative, and cost-effective retirement system. The division currently has 246 full-time retirement staff and manages a FY 2026-27 operating budget of $55,482,958. The division administers the Florida Retirement System (FRS) Pension Plan, currently one of the largest public state retirement systems in the US with more than 1.2 million active, retired, and terminated vested members and $212.6 billion in assets. The division pays out more than $12 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5.9 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members.
