PARK RANGER

General Statement of Job
Under occasional supervision assists the Police Department and the general public by providing information, direction and assistance. Protects public property by interpreting and enforcing rules and regulations and City ordinances. Develops and maintains positive relationships with neighborhood organizations and residents in an effort to increase community cooperation, to promote crime prevention, public safety and works to ensure all parks are safe from criminal activity. Exercises independent judgment and is responsible for creative and ethical crime prevention practices. Reports to a Patrol Lieutenant.
Specific Duties and Responsibilities

Essential Functions:
Serves as park ambassador.
Greets and welcomes park visitors; giving information concerning park facilities, park rules and regulations, orients them to park area amenities, and other matters of public interest.
Enforces Park Ordinances, rules and regulations through verbal & written directions and physical presence.
Familiar with law enforcement methods, techniques and procedures.
Participates in making scheduled rounds at all parks and recreation facilities, other City facilities, City Cemetery and other areas as assigned to ensure they are secured and free from vandalism. Announces park closure, locks gates and restroom doors.
Receives and responds to citizen inquiries, complaints and requests for assistance within the parks system; refers public to individuals or agencies that can provide further assistance as required.
Promotes a favorable image of the City and the Parks, Recreation & Public Facilities Department by acting in a responsive and professional manner with citizens and outside agencies as applicable.
Performs general maintenance task such as, but not limited to: Organizing park furnishings, de littering park grounds, and trash removal.
Monitors and operates two-way radio, cell phone, truck, boat, bicycle, office and other types of equipment as required for purposes of patrolling the parks.
Maintains assigned equipment and vehicle in accordance with City policy.
Renders assistance in emergency situations involving injury, illness, fire, water or other causes by notifying proper authorities and performing first aid or CPR when necessary.
Assists with various public service duties, including directing traffic during special events, assisting stranded motorists or providing crowd control at City events.
Participates and prepares safety and educational programs for presentations within the direction of the Police Department.
Attends various meetings as required.
Receives, reviews, prepares and/or submits various records and reports including routine reports, daily activity logs, accident/incident reports, supply requests, maintenance records, memos, correspondence, etc.
Establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
Attends professional training classes as required.
Familiar with the appropriate chain of command and Emergency Operations notification process during emergencies.

Must be able to work nights, weekends and holidays on varying work schedules.
First Aid and CPR certified.
Knowledge of the geography of City parks. Some knowledge of the amenities and programs available in assigned parks.
Serves the public and fellow employees with honesty and integrity.
Familiar with conflict resolution techniques.
Performs related duties as required.
Minimum Education and Training
This position requires a high school diploma or GED equivalent and it is preferred to have two (2) years of experience in Security, Military or Civilian law enforcement or any equivalent combination of related training and experience. Experience in the field of public service in local government and/or parks and recreation agencies; or any equivalent combination of training and experience. Must possess and maintain a valid state of Florida driver's license. Must submit to, and pass, a fingerprint-based national criminal history record check and must be able to obtain, and recertify as required, the appropriate Criminal Justice Security Awareness training. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.
Minimum Qualifications and Standards Required

Knowledge of Job:
Is knowledgeable in the methods, policies, and procedures of the department pertaining to specific duties of the Park Ranger. Must be knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Can comprehend, interpret, and apply regulations, procedures, and related information. Has knowledge of proper office practices and technology. Has knowledge of proper English usage, vocabulary, spelling, and basic mathematics. Has knowledge of clerical, organizational, and interpersonal skills.
Has skill in the use of computers for data and word processing. Must be skilled in applying reasonable attention to detail as necessary in preparing reports and records. Is able to read and interpret a variety of materials pertaining to the job, including technical manuals and handwritten items. Must be able to maintain files and records accurately and with confidentiality as required. Must be able to complete the duties of the position without the need for direct supervision. Must be able to use independent judgment in performing routine task. Have the ability to plan, organize, and prioritize daily work activities. Be able to work well with and provide assistance to various departments, supervisors, co-workers, and the general public as needed. Knows how to perform duties in a courteous manner and communicate effectively with a variety of public and private groups. Must present themselves at all times in a professional manner and adhere to department dress code. Be able to work effectively despite interruptions and be able to balance multiple tasks and deadlines. Must be capable of working under stressful conditions as required. Must know how and be able to react calmly and quickly in emergency situations.
Quality of Work: Maintains high standards in exercising duties and responsibilities. Must be able to exercise immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Must maintain a high quality of communication and interaction with internal and external entities with whom the position interacts.

While performing the duties of this job, the employee is regularly required to stand, walk rapidly, talk, and hear. The employee is occasionally required to sit, type, use hands, fingers, stoop, kneel, and/or crouch, give hand signals and blow a whistle. Able to work outdoors under varying temperatures or inclement weather conditions. Able to load, carry or otherwise move objects weighing up to 100 pounds.
Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey information. Ability to issue orders, and to delegate authority and responsibility. Ability to meet the public and to deal courteously but firmly with them in explaining and enforcing Park Ordinances, Rules and Regulations.
Interpersonal Temperament: Requires the ability to deal with a wide variety of people both is stressful and non-stressful situations. Must be adaptable to performing under a variety of stressful situations and when confronted by an emergency situation.
Language Ability: Requires the ability to read a variety of policy and procedure manuals and police reports. Requires the ability to enter data into a computer and prepare reports, forms, records, etc. with proper format, punctuation, spelling, and grammar. This position requires the person to be able to speak with poise, voice control, and confidence. The employee must be able to articulate information to others communicating effectively and efficiently with co-workers and the public.
Intelligence: Requires the ability to apply common sense and understanding to a variety of situations. Must have the ability to make routine independent judgments and the ability to acquire knowledge of topics related to this job. Must have the ability to comprehend and interpret received information, both from internal and external customers. Ability to secure and analyze facts and to exercise solid judgment in arriving at conclusions.
Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals.
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment, driving, and physically meet the rigors or the job.
Manual Dexterity: Requires the ability to handle a variety of items including computer keyboard, office equipment, driving, and hand signals for providing traffic direction and blowing a whistle.
Color Discrimination: Must be able to see the colors of a traffic light and provide colors for descriptive purposes.
