Job description

PRIMARY PURPOSE:

The Applications Developer IV supports USF's enterprise ERP and reporting landscape spanning PeopleSoft Financials and Oracle Cloud HCM/Financials. The role focuses on delivering and sustaining application and reporting solutions, resolving system usability and performance issues, and ensuring compliance with established security controls and change management practices. This position serves as a senior technical resource supporting PeopleSoft Financials through its planned retirement while transitioning into hands-on configuration, development, and support activities within Oracle Fusion Financials as part of USF's ERP modernization initiatives. The Applications Developer IV works closely with architects, functional leads, and business partners to translate defined business requirements into secure, scalable, and user-friendly technical solutions that support enterprise operations and decision-making.

MINIMUM QUALIFICATION & EXPERIENCE:

  • Bachelor's degree in Computer Science, MIS or other field involving software and analytical training, and five years of IT related work experience, OR a Bachelor's degree with no specific required field and six years of  IT related work experience, OR a Master's degree and four years of IT related work experience, OR a combination of nine years of IT related work experience and validated training.  Preparation for a relevant IT certification is considered to be related training.
  • Degree Equivalency Clause: Four years of direct experience for a bachelor's degree.

KNOWLEDGE, SKILLS, & ABILITIES:

REQUIRED:

  • Proficiency with relational databases, SQL, and ERP development tools commonly used in PeopleSoft Financials environments.
  • Change Control performed using PHIRE application integrated with PeopleSoft.

PREFERRED:

  • Exposure to or developing familiarity with Oracle Fusion Financial
  • General familiarity with enterprise reporting tools (e.g., Power BI, OTBI, BI Publisher)
  • Experience with service management or project tracking tools (e.g., Jira or equivalent)
  • Knowledge of Agile Methodologies

INDUSTRY KNOWLEDGE:

PRIMARY JOB DUTIES:

  • Serve as a senior technical contributor providing application development, configuration, enhancement, and operational support for PeopleSoft Financials, including defect resolution, performance tuning, and system stabilization as the platform approaches planned retirement.
  • Support the transition from PeopleSoft Financials to Oracle Fusion Financials by participating in hands-on configuration, development, integration support, and system learning activities under established architectural and functional guidance.
  • Develop and maintain application components and integrations to meet defined business requirements, prioritizing core financial processing and system reliability over specialized reporting solutions.
  • Troubleshoot and resolve application issues within PeopleSoft Financials, collaborating with functional analysts, architects, and vendors to identify root causes and implement effective technical solutions.
  • Participate in change management and deployment activities, including code reviews, documentation, testing support, and release coordination, in alignment with established IT governance and change control processes.
  • Contribute to ERP modernization efforts by building knowledge of Oracle Fusion Financials capabilities and tools while continuing to provide primary support for PeopleSoft Financials during the transition period.
  • Serve as a senior technical resource and mentor within the development team, supporting knowledge transfer, promoting coding standards, and reinforcing best practices.
