Job Summary
The Estimator is responsible for preparing accurate and competitive cost estimates for distribution, lighting, and transmission projects, including new line construction, underground utilities, maintenance, and grid resiliency work. This role includes client engagement, bid document review, detailed quantity take-offs, subcontractor/vendor coordination, and the preparation of complete bid packages to support project acquisition and execution.
Job Duties and Responsibilities
  • Review bid requirements, drawings, and specifications to ensure all project elements are documented and accounted for.
  • Participate in pre-bid meetings, site visits, and bid review sessions.
  • Prepare detailed and accurate material, labor, and equipment take-offs for overhead and underground distribution and transmission projects.
  • Solicit, evaluate, and secure subcontractor and vendor pricing to support comprehensive bids.
  • Develop complete bid packages, proposals, and supporting documentation.
  • Identify risks, value engineering opportunities, and cost-saving measures for inclusion in estimates.
  • Support project schedule and work plan development in coordination with operations.
  • Review successful estimates with project managers prior to job kickoff to ensure alignment.
  • Assist project managers with cost tracking, budget preparation, and change order estimating.
  • Maintain and build strong relationships with vendors, suppliers, subcontractors, and clients.
  • Perform additional assignments at the direction of the Commercial Operations Manager

Requirements
Required
  • Bachelor's degree in Construction Management, Engineering, or related field; equivalent experience may be considered.
  • 3-5 years of estimating or project engineering experience in the electric utility, distribution, or transmission industry.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Experience with estimating and scheduling software
  • Strong knowledge of electric utility construction methods, standards, and industry practices.
  • Understanding of transmission and distribution design, overhead/underground line work, foundations, and related scopes.
  • Excellent written and verbal communication skills.
  • Strong problem-solving, analytical, and organizational skills.

Preferred
  • Knowledge of NESC, OSHA, and applicable safety and construction standards.
  • Experience preparing estimates for storm response and emergency restoration work.
  • Familiarity with GIS, asset management systems, and project management tools.
  • First Aid/CPR and advanced safety training certifications.

Working Conditions
  • Office-based with frequent field visits to project sites.
  • Exposure to outdoor environments in varying weather conditions.
  • Moderate noise levels; potential exposure to risks associated with construction sites and heavy equipment.
  • Ability to travel throughout assigned service territories.
