Job Description

ProSidian Seeks a Technical Librarian [SCA 13047 Full Time] located at The Federal Aviation Administration Logistics Center (FAALC), located at Mike Monroney Aeronautical Center (MMAC) to support an engagement for a Fed. Gov Agencies that provide Aviation Administration and Logistics support to US Govt. Agencies.   The Fed. Gov Agency supports a broad range of systems, consisting of thousands of individual pieces of equipment in the Facilities, Surveillance, Navigational Aids, Automation and Communications, Weather Systems and other agencies. In support of National Airspace System systems and other equipment, The Aviation Transportation Agency also provides configuration management, hardware and software documentation, modification(s), field support, systems, and acquisition support.  Because The Aviation Transportation Agency  Groups/Product Divisions provide technical support and supply support to the National Airspace System (NAS) field facilities and other government agencies, the work to be performed is primarily in support of aircraft guidance systems, surveillance equipment, automation and communications systems and technical data.

To accomplish the work efforts, The ProSidian Engagement Team shall provide a wide variety of logistics/professional support personnel.  Work shall include but not be limited to the following areas: a] Drafting Services and Computer Aided Engineering Graphics (CAEG) Support; b] Engineering Drawing Preparation, Maintenance, Filing and Reproduction, and c] Maintain FAALC Engineering Library (1) Maintain Engineering Drawing Copies, (2) Maintain Computer Databases, (3) Maintain FAA Specifications, (4) Maintain Electronic Equipment Modifications, (5) Maintain National Stock Number Files, (6) Maintain FAA Equipment Modification Publications, and (7) Provide Engineering Library Research Assistance such as [a] Environmental Safety and Occupational Health Support [b] Lean Six Sigma Quality Improvement Support, [c] Logistics Specialist Support, [d.] Management and Program Analyst Support, and [e] Project Management Support.

This is a Full-Time ProSidian employed W-2 position with commensurate benefits and competitive salary. The ideal candidate shall work to support requirements as a Technical Librarian [SCA 13047 Full Time] and provide support for ProSidian Engineering Services and stakeholders and projects of The Federal Aviation Administration Logistics Center (FAALC).

Data security must be provided as prescribed by the standard operating procedures.  Tasks may include but are not limited to:  provide support for ProSidian Engineering Services and stakeholders and projects of The Federal Aviation Administration Logistics Center (FAALC), located at Mike Monroney Aeronautical Center (MMAC).  This includes the following activities:

  • Maintain Faalc Technical Library:  The ProSidian Technical Librarian shall arrange items in the FAALC technical library and storage areas to assure easy retrieval by users. The Technical Librarian shall remove all obsolete documents identified by users and after approval of the COR. The Technical Librarian Technical Manager shall advise the COR when more supplies should be ordered for the equipment The Technical Librarian manages. The Technical Librarian shall, by September 30th of each fiscal year, prepare a report to the COR indicating storage space requirements for the next fiscal year.
  • Maintain Computer DataBases:  The Technical Librarian shall maintain a computer database on all technical instruction manuals. This database shall contain the following information: FA type number, equipment name, model, manufacturer, and remarks. All identifying numbers, such as Technical Instruction (TI) numbers on books, shall be placed in the remarks section. The Government will provide the software and hardware for this database.  He/She shall also maintain computer databases on other items to satisfy the requirements of the PWS. This includes items such as the Electronic Equipment Modification (EEM), Plant Equipment Modification (PEM), System Support Modification (SSM), System Documentation Release (SDR), System Technical Release (STR) modification data for the Engineering documentation, FAA/FAALC specification database and data required for status reports to the COR.  The Technical Librarian shall retrieve information from the computer databases upon request of any authorized users. The information shall be provided to the requester on a hard copy computer printout within one working day. The Technical Librarian shall give FAALC personnel direct access to the databases.
  • Maintain FAA Specifications:  The Technical Librarian shall maintain a collection of up-to-date FAA specifications and all FAALC specifications. The Technical Librarian shall furnish copies upon request to authorized users within one working day if the specification is located online. The Technical Librarian shall maintain, update and retrieve information from the computer database of FAA and FAALC specifications.
  • Maintain Electronic Equipment Modifications:  Maintain Electronic Equipment Modifications, Plant Equipment Modifications, System Support Modification, System Documentation Release and System Technical Release.  The Technical Librarian shall maintain Electronic Equipment Modifications (EEM), Plant Equipment Modifications (PEM), System Support Modification (SSM), System Documentation Release (SDR) and System Technical Release (STR) including changes to those documents. The Technical Librarian shall make the internal FAALC distribution of the EEM/PEM/SSM/SDR/STR, update technical instruction books and file the EEM/PEM/SSM/SDR/STR in the appropriate binder. All work under this section shall be completed within 5 working days. The Technical Librarian shall distribute one copy of the EEM/PEM/SSM/SDR/STR to the appropriate FAALC Product Division.
  • The Technical Librarian shall update the computerized modification index with the new EEM/PEM/SSM/SDR/STR. The Technical Librarian shall also enter the technical modification data provided by engineering services in the Engineering database. The Technical Librarian shall file appropriate pages of the EEM/PEM/SSM/SDR/STR in the corresponding technical manual as directed in the EEM/PEM/SSM/SDR/STR. The Technical Librarian shall place one copy of each EEM/PEM/SSM/SDR/STR in the appropriate Airway Facility Procedure (AFP) binder located in the FAALC technical library.
  • Maintain National Stock Number Files:  The Technical Librarian shall establish and maintain complete National Stock Number (NSN) files in NSN sequence for documentation applicable to a particular NSN. The Technical Librarian shall transfer the existing NSN hard copy files to the electronic filing system using the document scanner.
  • Maintain Faa Equipment Modification Publications:  The Technical Librarian is responsible for updating and scanning hard copy files using the document scanner for publishing online. When requested, The Technical Librarian is responsible for furnishing a hard copy of manual.
  • Maintain Miscellaneous Government & Commercial Documents:  The Technical Librarian shall establish and maintain files for all other Government and commercial documents not otherwise identified in the PWS, as directed by the COR. The Technical Librarian shall obtain documents that it does not have in the library when a customer asks for such an unavailable document, as directed by the COR. The Technical Librarian shall file documents within 5 working days of receipt.
  • Research Documentation For Faalc Technical Library Users:  The Technical Librarian shall research the documentation within the FAALC technical library for information upon request of authorized users. Requests received for modification, test procedures, substitutions, specifications, Freedom of Information Act requests or any information concerning any equipment, shall be researched by The Technical Librarian to determine if the information is in the FAALC technical library. The available information shall be furnished to authorized users within one working day of request.
  • Acquire Publications:  The Technical Librarian shall acquire books and other material from as directed by the COR. ProSidian documentation shall be completed within 5 working days of the request.  The Technical Librarian shall prepare a Publications Request, FAA Form 1720-11 to requisition material from the Printing and Distribution Division, AMK-223C.

Qualifications

Leadership, Communication, Government  financial management, budgeting, financial modeling, reporting, presentations and at least (3) years performing Federal Government Management such as Cost Estimation, Acquisition, Acquisition Database services, Negotiations, Communication.  Must be able to pass background check and maintain security clearances to maintain confidentiality.  This labor category includes the following level and associated required years of experience: Technical Librarian (Min. Experience: 2 Yrs.)

a. Experience. Practical experience as a librarian is required. Experience shall include document control, check-/check-out, filing, posting revisions and modifications, copying and distribution, and maintaining computerized document inventory databases.
b. Knowledge. Specialized knowledge of FAA document types and documentation maintenance procedures, and name recognition of FAA equipment and systems, is highly desired.
c. Education. A high school diploma or equivalent is required. An associate degree in library science is highly desired.
Some Task efforts may be very extensive and require the work be broken into Subtasks. However, the various task projects shall include but not be limited to the following:
a. Provide complete drafting services in support of the FAALC including operations and maintenance of the drafting file system, reproduction of drawings, and preparation of engineering drawings, electronic artwork and electronic media.
b. Provide complete FAALC Technical Library maintenance services.
c. Provide Environmental, Safety and Occupational Health Specialist services to include but not limited to the training, monitoring, and providing technical guidance for all aspects of the planning, initiation, execution, monitoring and controlling of a project, and the closeout of assigned projects.
d. Provide quality improvement services, using Lean Six Sigma methodology and techniques to the FAALC, including facilitating, planning, coordinating, reviewing, evaluating and reporting all activities for the purpose of completing organizational continual improvement projects.
e. Provide logistics expertise to the FAALC including analysis and recommendations for planning, scheduling, monitoring, estimating and coordinating of assigned logistics tasks associated with FAALC service provider responsibilities in the logistics element areas of supply support, support equipment, maintenance support facilities and Packaging, Handling, Storage and Transportation.
f. Provide management and program analysis services to the FAALC including planning, scheduling, conducting, and reporting analyses of management, administrative and logistics programs and procedures to determine resource requirements and utilization, workflow processes, and the efficiency, effectiveness, and productivity of functional operations.
g. Provide project management services to assist in all aspects of the planning, initiation, execution, monitoring and controlling of the project, and the closeout of assigned projects. The ProSidian Team Member's  shall support the
ProSidian and Client Team by maintaining individual project files consisting of background information, design notes, and other material for assigned projects. Project numbers shall be assigned by the FAALC.

Minimum of consecutive employment in a position with comparable responsibilities in quality control management within the past five (5) years.
