Guidehouse is seeking a Managing Consultant to support the continued growth of the firm's State and Local Government practice, with a particular emphasis on Maryland, including state agencies and regional stakeholders.

Guidehouse's State and Local Government practice serves clients in the areas of business design, organizational strategy, program strategy and implementation, market analysis, financial modeling, operational analysis, process improvement, change management, technology strategy and transformation, compliance monitoring, program management, and reporting.

What You Will Do:

  • Manage and lead project delivery teams, including oversight of scope, timelines, budgets, and resources across multiple engagements
  • Serve as a trusted advisor to Maryland state agencies and local government clients, translating strategy into actionable and sustainable solutions
  • Provide coaching, mentorship, and performance feedback to junior- and mid-level staff, fostering professional growth and high-quality delivery
  • Drive and support business development efforts, including RFP responses, proposal development, client presentations, and account planning
  • Build and maintain strong relationships with client stakeholders and internal Guidehouse teams-particularly across Maryland state government and Baltimore/Annapolis-based agencies
  • Translate strategy into action for our clients, particularly within Health and Human Services (HHS) and other mission-driven sectors

What You Will Need:

  • Bachelor's degree AND 5+(FIVE) plus years of relevant experience; Or Master's degree AND 3+(THREE) plus years of relevant experience
  • Experience working with Maryland state government or similar public-sector environments
  • Strong program management and project delivery experience, including managing cross-functional teams and complex engagements
  • General technology implementation skills, project management expertise, and client service experience for mission driven organizations
  • Experience managing cross-functional teams and delivering high-quality client outcomes
  • Demonstrate proven success as a team leader, creating a positive environment and managing staff workloads, while meeting client delivery expectations to include ability to provide candid, meaningful feedback in a timely manner, keep leadership informed of progress and issues, and answer questions and offer direction to less-experienced staff
  • Ability to engage effectively with state agency stakeholders, navigate government environments, and drive results
  • Ability to travel as needed to support client engagements, firm growth, and other firm initiatives
  • Proven ability to lead fixed-price and time-and-materials projects from initiation through closeout
  • Ability to work in a Guidehouse Office and Client Office as needed
  • Must reside within or be willing to relocate to the Annapolis, Rockville or Baltimore area

What Would Be Nice to Have:

  • Master's degree (MBA, MPP, MPA, or equivalent)
  • Direct experience supporting Maryland agencies
  • Experience in Health and Human Services (HHS) programs (e.g., Medicaid, human services delivery, public health initiatives)
  • PMP, Scrum Master, or other relevant project management certification
  • Professional post-graduate experience in mission-driven or public-sector organizations
  • Experience in one or more of the following areas:
    • Technology strategy and implementation
    • Business process redesign
    • Organizational or HR consulting
    • Business case development
  • Familiarity with the government acquisition and procurement process, including identifying and tracking anticipated RFPs, leading or contributing to proposals, and expanding work with existing public-sector clients

The annual salary range for this position is $113,000.00-$188,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
