Position Summary:
The Program Director LHH and PAS is responsible for creating a compassionate and client-focused atmosphere while ensuring compliance with Texas Health and Human Services (HHSC) regulations for Licensed Home Health (LHH) and Personal Assistance Services (PAS).
Key Responsibilities:
  • Staff Management:
    • Assist the Administrator in recruiting, training, and evaluating staff to ensure qualifications, values, and competencies meet program standards.
    • Identify training needs and coordinate in-service programs with corporate management and the Administrator.
    • Supervise staff to meet deadlines and ensure compliance with program guidelines and regulations.

  • Compliance and Monitoring:
    • Oversee daily compliance with HHSC policies, including tracking service requests and ensuring timely resolution.
    • Implement and manage systems to process referrals and service requests efficiently.
    • Monitor EVV (Electronic Visit Verification) compliance and ensure proper documentation, billing, and payroll processes.

  • Client Care:
    • Ensure Individual Plans of Care (IPC) are executed as written, with real-time monitoring of services.
    • Address service interruptions promptly and maintain minimal disruptions for clients.
    • Communicate changes to clients and ensure backup services are available.

  • Clinical Coordination:
    • Collaborate with RNs to schedule visits (annual, orientation, complaint, supervisory, IDT) and ensure client care meets clinical guidelines.
    • Work closely with the Supervising RN to provide clinical guidance and address nursing needs.

  • Quality Assurance and Auditing:
    • Conduct monthly audits of client files to ensure compliance and quality care.
    • Participate in QAPI (Quality Assurance and Performance Improvement) committee reviews and oversee client satisfaction surveys.
    • Audit new hires to ensure compliance with background checks and other regulatory requirements.

  • Complaint Management:
    • Investigate, document, and resolve client complaints in collaboration with the Administrator.
    • Maintain a complaint log and ensure timely follow-up.

Stakeholder Communication:
    • Build relationships with case management agencies, and other stakeholders.
    • Collaborate with interdisciplinary teams to meet program objectives.

Skills and Abilities:
  • In-depth knowledge of Texas LHH and PAS licensing regulations, EVV guidelines, and program requirements.
  • Strong leadership, organizational, and problem-solving skills.
  • Ability to train and monitor staff for compliance with program policies.
  • Proficiency in Microsoft Office (Word, Excel) and data management systems.
  • Effective written and verbal communication skills; Spanish proficiency is a plus.

Qualifications:
General:
  • Clear criminal background and good driving record.

Physical:
  • Ability to travel to clients' homes and perform personal assistance services, including lifting up to 50 pounds.
  • Capability to work in various physical and environmental conditions.

Education and Experience:
  • Bachelor's degree in social services, medical services, public health, or a related field, OR
  • RN/LVN licensure, OR
  • Associate's degree with two years of supervisory experience in healthcare, OR
  • High school diploma/GED and equivalent supervisory experience.
  • Prefer at least two years of supervisory experience in home care, healthcare, or social services.
