Position: Product Specialist

Location: Dover, DE 19904 (Onsite)

Type:- Long term contract

NOTE:- Candidate must be local

Position Summary:

Seeking for a Product Specialist 3 to support a portfolio of legislative information systems that facilitate legislative operations, documentation, reporting, and public information services. The Product Specialist serves as a functional and technical resource for assigned applications, working closely with legislative staff, business stakeholders, developers, vendors, and technology partners to ensure systems effectively support legislative business processes. This position is responsible for system support, business analysis, testing, documentation, training, and continuous improvement initiatives.

Essential Functions:

Serve as the subject matter expert for assigned legislative applications and business processes.

Collaborate with stakeholders to gather requirements, analyze business needs, and recommend system enhancements.

Coordinate application testing, issue resolution, system upgrades, and production deployments.

Develop and maintain system documentation, business process documentation, user guides, and training materials.

Provide user support, training, and knowledge transfer for legislative systems.

Monitor application performance and identify opportunities for process improvement and operational efficiencies.

Coordinate with internal technology staff, vendors, and business partners to implement enhancements and resolve issues.

Track and manage enhancement requests, defects, risks, and project activities.

Participate in project planning, implementation, and modernization efforts related to legislative information systems.

Mentor junior quality assurance members and collaborate with the larger quality assurance team across legislative applications.

Required Qualifications:

Five (5) or more years of experience supporting enterprise applications, software products, or information systems.

Experience gathering and documenting business requirements.

Experience with documenting user acceptance criteria and associated test suites/cases.

Experience coordinating system testing and validating business requirements.

Experience developing technical or user documentation and delivering user support or training.

Strong analytical, problem-solving, organizational, and communication skills.

Ability to work effectively with both technical and non-technical stakeholders.

Preferred Qualifications:

Experience supporting government, legislative, or public-sector business processes.

Experience with document management, workflow, case management, or legislative information systems.

Experience with SQL, reporting tools, data analysis, or application integrations.

Familiarity with software development lifecycle methodologies and project management practices.
