The Deputy Chief Clerk serves as a senior member of the administrative leadership team of the Delaware House of Representatives and provides direct support to the Chief Clerk in overseeing the daily administrative, procedural, and operational functions of the House. The position ensures the continuity of legislative operations by assisting with House proceedings, supervising key administrative functions, maintaining legislative records, coordinating operational logistics, and serving as a principal advisor on parliamentary procedure. The Deputy Chief Clerk plays a critical role in preparing the House for each legislative cycle while ensuring the efficient, accurate, and professional execution of House business throughout the year.\r\n\r\nThe Deputy Chief Clerk works exclusively in support of the Office of the Chief Clerk and is responsible for assisting in the administration of the procedural, operational, and administrative functions of the Delaware House of Representatives. \r\n\r\n1.\r\nLegislative Operations & Chamber Administration \r\n\r\n Serve as Reading\r\n Clerk during House session by reading legislation, amendments,\r\n resolutions, gubernatorial messages, and official communications before\r\n the House.\r\n Assist the Chief\r\n Clerk in administering the daily operations of the House Chamber and\r\n legislative proceedings.\r\n Serve as Deputy\r\n Parliamentarian by advising House leadership and members on House Rules,\r\n parliamentary procedure, legislative precedents, and chamber practices.\r\n Assist with the\r\n preparation, processing, and management of legislation, amendments,\r\n resolutions, and official House documents.\r\n Provide\r\n administrative and procedural support to the Chief Clerk, Bill Clerk,\r\n Journal Clerk, and Tributes and Memoriams Clerk.\r\n Ensure legislative\r\n business is conducted accurately, efficiently, and in accordance with\r\n House Rules and established procedures.\r\n\r\n2.\r\nLegislative Records & Publications \r\n\r\n Collaborate with\r\n the Journal Clerk to prepare, proofread, and publish the official daily\r\n House Journal and permanent House Journal.\r\n Produce and\r\n maintain the House Journal Quick Index Guide.\r\n Ensure legislative\r\n records are accurate, complete, and maintained in accordance with House\r\n procedures and archival requirements.\r\n Serve as the\r\n primary House liaison with the Delaware Public Archives regarding\r\n legislative records, historical preservation, and archival compliance.\r\n\r\n3.\r\nLegislative Cycle Planning & Organziational Support\r\n\r\n Assist in\r\n coordinating operational activities following adjournment of each\r\n legislative session, including bill transmittals to the Governor,\r\n ceremonial legislation, and completion of legislative records.\r\n Support planning\r\n and execution of organizational caucuses, leadership elections, committee\r\n assignment processes, and member transitions following General Elections.\r\n Assist with office\r\n transition planning for newly elected and departing members, including\r\n office assignments and operational logistics.\r\n Coordinate\r\n administrative preparations for Opening Day, State of the State, inaugural\r\n proceedings, and other major legislative events.\r\n Develop and\r\n maintain annual operational calendars, procedural timelines, checklists,\r\n scripts, and planning documents supporting the legislative calendar.\r\n Build and preserve\r\n institutional knowledge by documenting procedures, operational workflows,\r\n and legislative best practices to ensure continuity between General\r\n Assemblies.\r\n Assist in\r\n succession planning within the Office of the Chief Clerk by developing\r\n proficiency across all major operational functions and serving as the\r\n primary operational backup to the Chief Clerk.\r\n\r\n 4.\r\nAdministrative Operations\r\n\r\n Supervise House\r\n Pages during legislative session, including recruitment, scheduling, daily\r\n assignments, training, and performance oversight.\r\n Coordinate office\r\n supply procurement, purchasing, inventory management, and vendor\r\n relationships for the House of Representatives.\r\n Coordinate with\r\n the Legislative Hall Facilities Coordinator regarding maintenance\r\n requests, office space planning, room scheduling, and facility operations.\r\n Coordinate guest\r\n seating, floor access, and chamber accommodations with House leadership\r\n and the Majority Leader's Office.\r\n Assist with\r\n planning and logistics for House ceremonies, special sessions,\r\n organizational meetings, and other official functions.\r\n\r\n5.\r\nHuman Resources & Personnel Administration\r\n\r\n Serve as backup to\r\n the Director of Operations in administering payroll, personnel records,\r\n employee onboarding, benefits administration, and other human resource\r\n functions.\r\n Assist with\r\n employment documentation, personnel administration, and employee\r\n transition processes.\r\n Maintain strict\r\n confidentiality regarding personnel records and employee matters.\r\n\r\n 6.\r\nInternal Collaboration & Operational Support\r\n\r\n Provide\r\n exceptional operational support to House members, legislative staff,\r\n executive agencies, and members of the public.\r\n Assist with\r\n special projects, procedural initiatives, and operational improvements\r\n assigned by the Chief Clerk.\r\n Collaborate with\r\n House leadership and administrative staff to improve efficiencies,\r\n strengthen
