Introduction
Provide administrative and legal support as a Legal Associate for the Division of Hearings and Appeals, Corrections Unit.
This position is headquartered at the Hill Farms Office Building located at 4822 Madison Yards Way, Madison WI. The hours for this position are 7:45AM - 4:30PM.
The Division of Hearings and Appeals (DHA) is a quasi-judicial, independent entity created to conduct high quality, impartial, independent, and cost and time efficient hearings that serve customer agencies and the citizens of Wisconsin. DHA currently conducts hearings for fifteen state agencies and is also available to do hearings for other agencies when requested. It is a growing agency with a varied caseload which fall under these administrative units: Corrections Unit, General Government Unit, and Public Assistance and Social Services Unit. Position Summary
The Division of Hearings and Appeals (DHA) receives over 8,000 hearing requests per year from the Department of Corrections. Each of these requests are scheduled for hearing, with approximately 70% of those hearings rescheduled at least once. Hearings must be scheduled in accordance with requirements set forth in Wis. Admin. Code § HA 2.05(4)(a) and Wis. Stats. § 302.335. There are approximately 3,200 decisions issued with over 1,000 of those decisions appealed to the division administrator. Duties are performed utilizing a proprietary case management system. This position requires extensive knowledge of statutes and administrative rules, including but not limited to: Wisconsin Statutes Chapters 302, 304, 973 and Revocation Hearings: Wis. Admin. Salary Information
Starting hourly rate for the Legal Associate position (schedule/range 02-13) will be $29.28 per hour. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.
After training for up to 6 months, this position may be eligible for a hybrid remote/in-office work schedule, up to 50% of a two week pay period remote, as determined by the supervisor based upon the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail during the interview process.
This recruitment may be used to fill future permanent and LTE vacancies that occur in the next six months.
Qualifications
Minimally qualified applicants will have experience with each of the following:
  • Providing administrative support activities
    (Activities may include answering confidential phone calls, sending or reviewing email, redacting documents, faxing or scanning documents, etc.)
  • Managing multiple calendars including scheduling, rescheduling, cancelling, and sending invites for a team
  • Maintaining electronic records and files
  • Providing customer service to external customers through emails and phone calls
  • Using Microsoft Outlook and Word or similar programs in a professional setting
    (Activities may include utilizing distribution lists, mail merge (word documents and emails), adding attachments, using the formatting options (i.e. tabs, bullet/ list making, etc.), advanced functions may include delay delivery, voting buttons or read receipts.)
In addition, well-qualified applicants will have experience with one or more of the following:
  • Researching, analyzing, or interpreting information to perform activities such as providing answers to customer questions, developing a recommendation, reaching a conclusion, etc
  • Typing Transcripts
  • Managing electronic records and files
