Job description

Lynch Consultants is seeking a Digital Learning Specialist who is ready to take on meaningful challenges and make a measurable difference.   The Digital Learning Specialist will support the design, development, and deployment of high-quality, interactive eLearning solutions across functional areas such as financial management, acquisition, logistics, human capital, and related mission domains. This role is responsible for building SCORM-compliant courses using Articulate Storyline 360, translating instructional designs and storyboards into fully functional courseware, and ensuring all deliverables meet accessibility (Section 508/WCAG), usability, and technical standards. The ideal candidate brings strong expertise in Storyline 360 development, experience working within structured course development lifecycles (e.g., HLD → Storyboard → Build → Test), and familiarity with LMS integration and deployment. This role will collaborate closely with instructional designers, subject matter experts, QA teams, and program leadership to deliver engaging, compliant, and scalable learning products aligned to DoD mission needs. Only applicants who fully satisfy all required qualifications will be considered for further review. Salary: $89,000 - $105,000/yr commensurate with experience. Work Location and Schedule:  * Hybrid (National Capital Region preferred) or Remote (CONUS); Standard business hours with flexibility to support project deadlines; Occasional on-site support for client meetings or working sessions (as required). Required Qualifications – Must Have:  * MUST be a U.S. Citizen with the ability to obtain and maintain a Secret clearance.  * MUST have experience working within structured development lifecycles (e.g., storyboard-driven development).  * MUST be familiarity with Section 508 / WCAG 2.0 or 2.1 accessibility standards.  * MUST have experience supporting DoD or Federal training programs (preferred; required for mid/senior roles).  * MUST have experience building SCORM 1.2/2004 compliant course packages.  * MUST have at least 6+ years of experience developing eLearning content using Articulate Storyline 360.  * MUST have an Bachelor’s degree in Instructional Design, Educational Technology, Computer Science, or related field (or equivalent experience).  Preferred Qualifications:  * Experience supporting DoD FM training programs (e.g., FM Certification, audit readiness, budget/PPBE content).  * Familiarity with tools such as Articulate Rise, Adobe Creative Suite, Camtasia, or Vyond.  * Experience developing scenario-based or Level III (interactive, decision-based) learning content.  * Knowledge of xAPI / Tin Can API and advanced learning analytics.  * Prior experience working on large-scale distributed learning programs (e.g., OUSD(C), DAU, or Service-level training).   Skills:  * Advanced proficiency in Articulate Storyline 360 (triggers, variables, states, layers, branching scenarios).  * Strong understanding of eLearning development best practices and adult learning principles.  * Experience with LMS platforms (e.g., Cornerstone, Moodle, Blackboard) and course testing/debugging.  * Ability to troubleshoot technical issues related to course functionality, SCORM packaging, and LMS integration.  * Strong attention to detail, particularly for QA, 508 compliance, and content accuracy.  * Effective collaboration and communication skills in cross-functional teams.   If you are a highly motivated individual with the ability to solve complex issues, take on new responsibilities, build relationships and think in unique and innovative ways, we are looking for you!  Why Join LC?
