Job description

The Senior Pricing and Proposal Specialist, Biometrics is responsible for developing competitive, accurate, and commercially sound budgets, proposals, assumptions, and supporting materials for biometrics-related opportunities, including Biostatistics, Statistical Programming, Clinical Data Management, PK/PD, Medical Writing support, and related technology-enabled services.
This role partners closely with Business Development, Biometrics functional leaders, Project Management, Contracts, Finance, and Operations to support new business opportunities, change orders, and strategic pricing initiatives. The individual is expected to translate protocol and scope requirements into clear costing models, proposal language, and risk-adjusted pricing strategies that align with company capabilities, quality standards, and business objectives.
Essential Functions and Responsibilities
Proposal Development
  • Lead the development of biometrics-related proposals, budget packages, scope assumptions, and supporting response documents for sponsor opportunities.
  • Review RFPs, protocols, bid grids, and scope documents to identify service requirements, assumptions, risks, exclusions, and pricing considerations.
  • Draft and refine proposal content related to biometrics services, deliverables, timelines, staffing models, and operational approach.
  • Coordinate cross-functional inputs from Biostatistics, Statistical Programming, Data Management, Medical Writing, PK/PD, Project Management, Technology, QA, and other relevant groups.
  • Ensure proposals are complete, accurate, compliant, and aligned with client requirements and internal standards.

Pricing and Budgeting
  • Develop detailed pricing models and cost estimates for biometrics services across early-phase, late-phase, and post-marketing clinical programs.
  • Prepare budgets for full-service, functional service provider, and hybrid outsourcing models.
  • Build pricing assumptions based on protocol design, study complexity, geography, enrollment, number of sites, number of databases, number of outputs, regulatory requirements, and expected timeline.
  • Evaluate scope changes and prepare budget revisions and change orders as needed.
  • Support pricing strategy discussions by balancing competitiveness, profitability, resource utilization, and delivery risk.
  • Maintain pricing tools, budget templates, and historical benchmarks to improve consistency and efficiency.

Opportunity Management and Cross-Functional Coordination
  • Serve as a key point of contact for proposal and pricing activities related to biometrics opportunities.
  • Collaborate with Business Development and functional leaders to define appropriate scope, resource model, assumptions, and turnaround timelines.
  • Participate in bid defense preparation and internal strategy meetings as needed.
  • Track proposal status, action items, assumptions, and version control throughout the business development cycle.
  • Support handoff of awarded opportunities to delivery teams to ensure scope, budget assumptions, and obligations are clearly communicated.

Contracts and Change Orders Support
  • Support review of contract and work order language related to scope, budget, payment structure, assumptions, and change control.
  • Work with Contracts and Finance teams to ensure proposal and pricing terms are accurately reflected in final agreements.
  • Prepare and document change orders arising from scope revisions, protocol amendments, timeline extensions, or additional sponsor requests.

Process Improvement and Commercial Excellence
  • Contribute to the continuous improvement of proposal, pricing, and change order processes within the biometrics organization.
  • Help standardize costing assumptions, proposal language libraries, resource models, and effort estimation methodologies.
  • Support development of metrics and dashboards related to proposal turnaround time, win rate, pricing consistency, and budget performance.
  • Maintain awareness of market trends, competitor positioning, and customer expectations relevant to biometrics outsourcing.

Requirements
  • Bachelor's degree in Life Sciences, Statistics, Mathematics, Business, Finance, Public Health, or a related field required.
  • Advanced degree is a plus.
  • Typically 5 to 8+ years of relevant experience in CRO, pharmaceutical, biotechnology, or clinical research services.
  • Strong experience in proposal development, budgeting, pricing, contracts support, or commercial operations within the clinical research industry.
  • Experience in biometrics services such as Biostatistics, Statistical Programming, Clinical Data Management, Medical Writing, PK/PD, or related areas strongly preferred.
  • Experience supporting RFP responses, bid grids, budget development, change orders, and sponsor-facing proposal processes required.
  • Experience working in a global CRO environment is preferred.
  • Strong understanding of clinical trial biometrics services, deliverables, workflows, and resource drivers.
  • Ability to interpret protocols, schedules of assessments, and sponsor requests and convert them into pricing assumptions and effort estimates.
  • Strong financial and analytical skills, including budget modeling and pricing analysis.
  • Excellent written communication skills with the ability to draft clear, professional proposal content.
