Salary Information

Compensation plans are based on a multi-step progression system. The pay range reflects the entry level and maximum salary potential in the assigned pay grade.\r\n**A starting salary may be negotiated and will be commensurate with education, training and experience in alignment with pay administration policies and Montgomery Personnel Board Rules & Regulations**\r\n

Nature of Work

Under\r\nthe broad policy guidance of the Chief Operating Officer and Chief\r\nAdministrative Officer, the City Operations Program Manager serves as a key\r\nmember of the City's leadership team with direct responsibility for the\r\neffective implementation of Citywide strategic and operating initiatives and\r\npolicies. The COPM directs program and project implementation of the City's\r\nline functions which includes Public Works, Planning, Permitting, Inspections,\r\nZoning, Building and Code Enforcement, Economic Development, Information\r\nTechnology, Parks and Recreation, Fleet Management, Municipal Courts and\r\nBuilding Maintenance. The COPM will also have oversight coordination and\r\nimplementation responsibility over the City's a multi-year,\r\nmulti-million-dollar capital projects and special projects with responsibility\r\nfor ensuring that they are delivered in a timely, high quality and\r\ncost-efficient manner. The COPM oversees two or more full-time and/or part-time\r\nemployees. The ideal candidate must be able to think strategically and\r\nexercise considerable initiative and independent judgment be a creative\r\nthinker, a visionary leader and a person who understands responsibility and\r\naccountability. The position requires strong organizational, leadership, and\r\nrequisite skills, experienced in developing and implementing important process\r\nimprovements. This is a highly visible position which demands excellent\r\ncommunication, high integrity presentation, negotiation, and management skills. This position will report to a cabinet level\r\nposition.\r\n

Minimum Qualifications

Must have a bachelor's degree in\r\nbusiness, public administration, organizational management or a related field or\r\npossession of a Project Management Certification along with at least five (5)\r\nyears of managerial experience to include database development and experience\r\nin financial and account reporting and a proven history of successfully managed\r\nmulti-million-dollar projects resulting in client satisfaction. Candidates with\r\nrelevant experience in government or military roles will also be considered. \r\n\r\n\r\nNOTE: Qualifying education, training and experience\r\nthat provide the requisite knowledge, skills and abilities to perform the job\r\nwill be considered.\r\n\r\n
