Essential Job Functions: (what will the candidate do on the job)

 

Global Compensation provides compensation services to U.S. Foreign Service employees, Department of State Civil Service employees and Locally Employed (LE) staff. They provide both American and LE Staff payroll services for U.S. Agencies Overseas and Annuity services for Foreign Service Retirees. With locations in Charleston, South Carolina and Bangkok, Thailand, Global Compensation manages one of the most complex compensation environments in the world, providing compensation services in over 180 countries and 140 currencies. Services include time and attendance, payroll, annuity payments, customer support, withholding, benefits, record keeping and reporting for our employees working domestically and overseas at our Embassies and Missions. Global Compensation’s primary goal is to provide world-class compensation services to its customers. 


The U.S. Department of State (DoS), The Bureau of the Comptroller and Global Financial Services, Charleston has a requirement for a Pay Support Analyst in the Office of Global Compensation. The Training and Development Coordinator position will be responsible for developing, coordinating and tracking training initiatives and solutions, within the Global Compensation Directorate. The Policy and Quality Management team is responsible for research, analysis, and/or completion of tasks and projects as defined by the Managing Director of Global Compensation Operations. They provide support to Global Compensation’s ISO-9001 Quality Management System (QMS) initiative and its employees.


Job Responsibilities: 

  • Lead payroll projects from initial planning through execution, ensuring milestones and deadlines are met
  • Process payroll transactions accurately and in compliance with applicable regulations and Department policy across ANP, AMP, and LE Payroll systems
  • Develop and produce analytical reports to support payroll operations, identify trends, and inform management decision-making
  • Identify opportunities for process improvement and implement solutions to increase efficiency and accuracy
  • Cross-train staff on payroll tools and systems to build team capacity and ensure continuity of operations
  • Serve as a subject matter resource for payroll-related inquiries across all three support areas
  • Collaborate with stakeholders to resolve payroll discrepancies and ensure data integrity

Skills:

  • Data analytics and interpretation
  • Report creation and dashboard development
  • Process improvement methodologies (e.g., Lean, Six Sigma)
  • Project management/planning experience
  • Training or mentoring experience
  • Other specialized payroll or financial systems experience


Preferred Software/Tools Experience

  • Power BI proficiency
  • Advanced Excel (e.g., pivot tables, macros, VLOOKUP/XLOOKUP)
  • Reporting/analytics software 
  • Payroll or HR information systems

Minimum Requirements:

A four year degree from an accredited college or university in the relevant fields of study, but not limited to: Finance, Business, Accounting, Economics or a related field and 4 years of related work experience is preferred.


Work Schedule:

 

The employee will work an 8-hour shift between the hours of 6:15 am to 6:00 pm with a non-compensated lunch (See your Project Manager for work schedule and department policies). Additional hours may be required and must be authorized by your Project Manager and DoS Management. This is an on-site position.
