About the role
The Technical Business Analyst supports requirements intake, analysis, solution definition, and backlog management for customer digital applications and Drupal-based web platform initiatives. This role serves as the primary liaison between government stakeholders and the technical implementation team, translating business needs into technically actionable solutions that leverage Drupal capabilities and enterprise integrations.
The successful candidate possesses a strong understanding of Drupal architecture and Agile delivery practices, enabling them to evaluate requirements, recommend solution approaches, define epics and user stories, facilitate backlog refinement and estimation sessions, and guide development teams through successful implementation. The Technical Business Analyst works closely with government stakeholders, product owners, architects, developers, and testers to ensure delivered capabilities align with customer mission objectives, technical architecture, and enterprise standards.
What you'll do
  • Manage intake of new requirements through customer ITSM processes, governance boards, and Azure DevOps request channels.
  • Facilitate discovery sessions and stakeholder workshops to understand business objectives, operational challenges, and desired outcomes.
  • Analyze business processes and identify opportunities to improve user experience, workflow efficiency, automation, and digital service delivery.
  • Evaluate business requirements against existing Drupal platform capabilities and recommend implementation approaches utilizing native Drupal functionality, contributed modules, custom development, APIs, or configuration-based solutions.
  • Develop high-level functional solution designs that balance customer requirements with platform capabilities, maintainability, security, and long-term sustainability.
  • Translate business requirements into epics, features, user stories, acceptance criteria, workflow diagrams, business rules, and technically actionable backlog items suitable for Agile development.
  • Create process flows, wireframes, decision logic, and supporting documentation as needed to communicate functional requirements.
  • Lead backlog refinement sessions with architects and developers to clarify requirements, identify dependencies, and prepare work for sprint execution.
  • Facilitate Level of Effort (LOE) estimation sessions using story points or equivalent Agile estimation techniques.
  • Maintain and continuously refine the Azure DevOps product backlog to support prioritization, release planning, sprint sequencing, and team capacity planning.
  • Collaborate closely with Drupal developers to answer functional questions, clarify acceptance criteria, and resolve requirement ambiguities throughout the development lifecycle.
  • Track sprint progress, risks, dependencies, impediments, and delivery status using Azure DevOps Boards.
  • Support post-deployment validation by executing or coordinating functional testing, validating delivered capabilities against acceptance criteria, documenting defects, and coordinating issue resolution.
  • Support Change Control Board (CCB) activities by preparing change requests, documenting business and technical impacts, and tracking approvals.
  • Maintain complete documentation of requirements, solution decisions, risks, assumptions, dependencies, issues, and action items.
  • Assist government stakeholders in evaluating enhancement requests, assessing implementation feasibility, and identifying opportunities for continuous platform improvement.
  • Prepare recurring and ad hoc reports, dashboards, metrics, and executive status briefings for government leadership.
  • Apply an AI-aware mindset by identifying opportunities where AI-enabled capabilities may improve business workflows, content management, analytics, knowledge management, or customer experience, consistent with customer policy and approved technologies.

Required Qualifications
  • Bachelor's degree in Information Systems, Computer Science, Business, Engineering, or related discipline; or equivalent experience.
  • 5+ years of experience supporting enterprise web applications, digital services, or software development initiatives as a Business Analyst or Technical Business Analyst.
  • Demonstrated experience supporting Drupal-based websites or enterprise content management platforms.
  • Strong working knowledge of Drupal architecture, including content types, taxonomy, Views, workflows, permissions, menus, media management, configuration management, and contributed modules.
  • Experience evaluating business requirements and defining technically feasible solution approaches within Drupal.
  • Experience gathering, analyzing, documenting, and validating business, functional, and technical requirements.
  • Experience developing epics, features, user stories, acceptance criteria, workflow diagrams, and process documentation.
  • Experience facilitating Agile backlog refinement sessions and collaborating directly with software development teams.
  • Experience leading or participating in Agile estimation sessions utilizing story points or equivalent methodologies.
  • Experience using Azure DevOps Boards for backlog management, sprint planning, and work item tracking.
  • Experience supporting User Acceptance Testing (UAT), post-deployment validation, and defect management.
  • Strong analytical, facilitation, and problem-solving skills with the ability to translate complex business needs into implementable technical solutions.
  • Strong written and verbal communication skills with experience briefing technical and non-technical stakeholders.
  • Ability to manage multiple priorities within an Agile delivery environment.
  • CompTIA Security+ CE or equivalent DoD 8140 IAT Level II certification (CCNA Security, GSEC, CySA+, SSCP, or equivalent).

Preferred Qualifications
  • Experience supporting Acquia-hosted Drupal environments.
  • Experience defining API integration requirements between Drupal and enterprise systems.
  • Experience supporting Azure-hosted web applications and cloud-based architectures.
  • Familiarity with accessibility requirements (Section 508/WCAG), security compliance, and federal digital experience initiatives.
  • Experience supporting DevSecOps and CI/CD delivery pipelines.
  • Experience with Microsoft Power Platform, SharePoint Online, or Microsoft 365 integrations.
  • Experience supporting AI-assisted digital services or enterprise search capabilities.
  • Certified ScrumMaster (CSM)
  • SAFe Agilist or SAFe Product Owner/Product Manager
