Job Title: Program Manager / Program Director - CMS Federal Healthcare Program

Location: Tysons Corner, VA (Hybrid)

Role Overview

We are seeking an experienced Program Manager / Program Director with strong CMS domain expertise and a proven track record supporting large-scale federal technology programs. This individual will provide senior delivery and operational leadership across complex CMS initiatives involving software development, modernization, integration, operations and maintenance (O&M), analytics, and digital transformation.

The ideal candidate will have experience managing or providing senior leadership for federal technology contracts valued at $100M+ and teams of 100+ personnel, while driving delivery excellence, operational performance, stakeholder engagement, and compliance with CMS requirements.

Program Manager, Senior Program Manager, Program Director, Senior Program Director, or comparable senior-level candidates will be considered based on relevant CMS and federal program experience.


Key Responsibilities

  • Provide senior leadership and oversight for the execution and delivery of complex CMS technology initiatives.
  • Oversee program scope, schedules, staffing, risks, dependencies, deliverables, and overall delivery performance across multiple technical and operational workstreams.
  • Coordinate geographically distributed teams of 100+ personnel, including technical, operational, QA, security, business teams, subcontractors, and partner organizations.
  • Serve as a senior interface with CMS leadership, Contracting Officers, CORs, and other customer stakeholders.
  • Drive execution across areas including:
  • Program Integrity and fraud analytics
  • Data and analytics platforms
  • Application development and modernization
  • Cloud and digital transformation
  • Enterprise platform modernization
  • Ensure adherence to CMS governance, reporting, security, compliance, and delivery requirements.
  • Lead and support Agile/SAFe delivery practices across engineering and operational teams.
  • Establish and monitor program performance metrics, status reporting, risks, issues, dependencies, and continuous improvement initiatives.
  • Provide executive-level communication regarding program status, delivery risks, performance, and recommended actions.
  • Foster collaboration across technical and functional teams to resolve delivery issues and maintain alignment with customer objectives.
  • Support resource planning, staffing, transition activities, and operational readiness.
  • Support customer relationship management, proposal activities, capture efforts, and strategic growth initiatives as appropriate.


Required Qualifications

  • 10+ years of experience supporting or managing large-scale federal IT and healthcare technology programs.
  • Direct experience supporting CMS programs or initiatives is required.
  • Proven experience managing or providing senior delivery leadership for federal technology programs/contracts valued at $100M+.
  • Proven experience leading or overseeing large cross-functional teams of 100+ personnel, including distributed teams, subcontractors, and partner organizations.
  • Demonstrated experience managing software development, modernization, integration, and/or O&M programs.
  • Strong understanding of CMS organizational structures, delivery environments, and stakeholder relationships.
  • Hands-on experience with Agile/SAFe delivery methodologies.
  • Strong program governance, risk management, issue resolution, schedule management, resource management, and performance management experience.
  • Excellent client relationship management and executive communication skills within a federal environment.
  • Experience with federal compliance, governance, reporting, and delivery frameworks.
  • Bachelor's degree required; Master's degree preferred.
  • PMP certification required.
  • Agile and/or SAFe certification required.


Preferred Qualifications

  • Experience supporting CMS programs involving:
  • Program Integrity / Fraud Analytics
  • Medicaid / MMIS / Data Platforms
  • Marketplace / Eligibility Systems
  • HCQIS or related CMS portfolios
  • Experience managing $100M+ federal contracts and organizations with 100+ personnel.
  • Experience working with leading CMS prime contractors and systems integrators.
  • Experience supporting federal proposal development, capture activities, transition planning, and business growth.
  • Knowledge of cloud modernization, DevSecOps, Agile/SAFe, and enterprise data platforms.
  • Experience managing programs involving multiple contractors, vendors, and government stakeholders.

Compensation:

The expected compensation range for this position is $160,000 - $220,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
