MAJOR FUNCTION
Performs utility (water; wastewater; reclaimed water), roadway, pavement, culvert, drainage system,Â
and related site development construction inspections to ensure compliance with the approvedÂ
construction plans, specications, and related permits. Ensures adherence to applicable codes andÂ
standards through regular eld inspections.
ILLUSTRATIVE DUTIES
Construction Inspection
Interprets engineering design plans, specications, and construction documents.
Observes and inspects construction activities, techniques, workmanship, and materials forÂ
compliance.
Inspects installation of underground utility lines and backll/compaction.
Oversees soil density testing.
Conducts erosion control inspections.
Evaluates storm sewer systems, surface water management facilities, and site grading.
Inspects pavement construction, including material depth, asphalt mix, and temperature.
Reviews construction of lift stations, water and wastewater treatment facilities.
Veries material types, quantities, and installations.
Observes installation of signage and traffic control devices.
Project Coordination and Documentation
Maintains accurate records of project progress and inspection ndings.
Coordinates with contractors, consultants, and stakeholders to resolve site issues.
Reviews and verify contractor pay requests, as applicable.
Recommends project acceptance or release following nal inspections.
Performs other related duties as required to support the efficient operation of the division.
KNOWLEDGE, ABILITIES, AND SKILLS
Regulatory and Technical Knowledge
Familiarity with FDOT Standard Specications for Road and Bridge Construction, Polk County
Land Development and Utilities Codes.
Understanding of traffic safety and Maintenance of Traffic (MOT) standards.
Knowledge of construction methods, material testing, and inspection practices for utility andÂ
transportation systems.
Analytical and Communication Skills
Ability to interpret civil engineering plans, specications, maps, and surveys.
Able to assist with estimates of construction costs and quantities.
Skilled in documenting ndings and communicating with contractors and team members.
Physical and Operational Capabilities
Comfortable working outdoors in various weather conditions and on active construction sites.
Physically capable of walking, bending, stooping, sitting, standing, crouching, kneeling, andÂ

MINIMUM QUALIFICATIONS
Land Development Inspector I
Graduate from an accredited high school or possession of an acceptable equivalency diploma. Two (2)Â
years of experience in roadway/highway, water/wastewater, or site development construction orÂ
inspection preferred.
Must possess a valid driver's license and be able to obtain a Florida driver's license at the timeÂ
of employment.
SPECIAL REQUIREMENTS (Within 6 months of employment)
Must obtain Maintenance of Traffic (MOT) certication.
Must obtain FDOT Plans Reading certication.
Must obtain Sediment and Erosion Control "Qualied Stormwater Inspector" certications.
Land Development Inspector II
Graduate from an accredited high school or possession of an acceptable equivalency diploma, and aÂ
minimum of three (3) years of construction or inspection experience in roadway/highway,Â
water/wastewater, or site development projects.
Must hold the following:
Certication on Maintenance of Traffic (MOT)
FDOT Certication for Plans Reading
Sediment and Erosion Control "Qualied Stormwater Inspector"
Must possess a valid driver's license and be able to obtain a Florida driver's license at the timeÂ
of employment.
A comparable amount of related training and experience may be substituted for the minimum
qualications.
Land Development Inspector III
Graduation from an accredited high school or possession of an acceptable equivalent diploma. AÂ

Must hold the following:
