Your Key Responsibilities:

  • Conduct engineering plan reviews and analyses to ensure compliance with local, state, and federal regulations.
  • Review construction plans for site development, buildings, and subdivisions; prepare reports, comments, and recommendations.
  • Perform stormwater, hydrology, floodplain, and erosion control reviews for commercial and residential developments.
  • Provide recommendations on City planning and development issues related to stormwater management and environmental protection.
  • Develop, implement, and manage land development and environmental protection goals aligned with departmental plans.
  • Respond to City Council requests regarding major development projects and applicable land development and environmental codes.
  • Resolve complex issues and conflicts among applicants, City staff, and departments during the development approval process.
  • Assist with the planning, design, and supervision of City engineering projects, as needed.
  • Provide technical counsel to City departments on civil engineering and surveying site design matters.
  • Participate in meetings, committees, and public hearings; deliver presentations to agencies, organizations, and community groups.
  • Ensure compliance with MS4, CRS, Metropolitan River Protection Act, and regional/state environmental reporting requirements.
  • Maintain strong customer service, prepare and analyze complex reports, leverage technology for permitting and inspections, and recommend process improvements.

Minimum Qualifications:

  • Bachelor's degree in Civil Engineering or a related field.
  • Licensed Professional Engineer (PE)
  • Five (5) years of experience overseeing land development and environmental protection activities, reviewing land development plans, including stormwater engineering experience.
  • Certified Floodplain Manager.
  • Certified Professional in Erosion and Sediment Control (CPESC), Certified Professional in Stormwater Quality (CPSWQ), or Georgia Soil and Water Conservation Commission Level II Certified Design Professional certification.
  • Possession of a valid driver's license issued by the State of Georgia.

Preferred Qualifications:

  • Master's Degree in Civil Engineering or a related field.
  • Eight (8) years of experience overseeing land development and environmental protection activities, reviewing land development plans, including stormwater engineering experience.

Skills and Abilities:

  • Knowledge of land development principles, environmental protection practices, and applicable codes and ordinances
  • Ability to review complex plans, reports, and legal documents with strong attention to detail and basic mathematical skills
  • Strong oral and written communication skills for professional, timely interaction with officials, staff, developers, and the public
  • Proficiency with computers and technology, including Excel, virtual meeting platforms, document management systems, and specialized software
  • Ability to work independently, manage multiple priorities, meet deadlines, maintain confidentiality, and demonstrate reliable attendance
  • Strong interpersonal and leadership skills, including the ability to interface effectively with elected officials, citizens, and staff and review others' work
