About the Role

Cheer Home Care is seeking an experienced HR Specialist – Payroll & Benefits to own end-to-end payroll processing, benefits administration, and leave-of-absence management for our growing caregiver workforce. This is a hands-on role for someone who is comfortable being the subject-matter expert on payroll and benefits, building structure and SOPs where needed, and supporting a distributed, frontline workforce with accuracy and care. This role reports to HR leadership and works closely with operations and finance.


What You\'ll Do

  • Payroll Processing: Own full-cycle bi-weekly (or weekly) payroll for a multi-location workforce, including bonuses, incentives, garnishments, and multi-state tax compliance.

  • Benefits Administration: Manage open enrollment, benefits orientation, and vendor relationships (medical, dental, vision, 401(k)/retirement plans).

  • Leave Administration: Administer leaves of absence in compliance with FMLA, CFRA, ADA, and other applicable state and federal regulations.

  • HRIS Ownership: Maintain accurate employee data within the HRIS/payroll system (iSolved or comparable platform), troubleshoot issues, and support any future system migrations or upgrades.

  • Compliance & Reporting: Ensure payroll and benefits practices comply with company policy and federal, state, and local law; prepare audit-ready records and reports.

  • Process Improvement: Build and document SOPs for payroll, timekeeping, and benefits processes, especially in areas where formal structure doesn't yet exist.

  • Employee Support: Serve as a trusted point of contact for high-volume employee inquiries regarding pay, benefits, and leave, with particular sensitivity to the needs of a frontline caregiver population.

  • Cross-Functional Coordination: Partner with HR, finance, and operations leaders across multiple facilities/locations to ensure timely, accurate payroll and benefits delivery.


What We\'re Looking For

  • 5+ years of progressive experience in payroll processing and benefits administration; healthcare, home care, or multi-location services experience strongly preferred.

  • Hands-on, full-cycle payroll expertise, including multi-state tax compliance, garnishments, and incentive pay.

  • Working knowledge of leave laws (FMLA, CFRA, ADA) and benefits compliance (ACA, ERISA).

  • Experience with HRIS/payroll platforms such as iSolved, ADP Workforce Now, UKG/Kronos, Paycom, Paylocity, or similar; iSolved experience a plus.

  • Demonstrated ability to create policies, SOPs, and process documentation from the ground up.

  • Bilingual English/Spanish strongly preferred, given the caregiver workforce Cheer supports.

  • High level of accuracy, discretion, and comfort managing high-volume, detail-intensive work independently.

  • Strong communication skills and a service-oriented approach to supporting frontline employees.

  • Compensation: Commensurate with experience (competitive base salary + benefits).

  • Location: La Jolla, CA 92037 — on-site or hybrid depending on candidate and business needs.
