Job description

Position Summary

Topsarge Business Solutions (TBS), an SBA-verified Service-Disabled Veteran-Owned Small Business, is seeking a Program Lead Analyst (PLA) to lead analytical support services for the United States Army Reserve (USAR) headquarters at Fort Bragg, NC.

The PLA will serve as TBS's senior contract employee and primary day-to-day representative. This position will lead a geographically distributed team of approximately 16 analysts supporting Army Reserve planning, facilities and real property management, force management, civilian workforce management, logistics, data analysis, and executive decision support.

The PLA will have full authority to act for TBS on daily contract matters and will coordinate directly with Government representatives, TBS corporate leadership, and supported USAR organizations. The successful candidate must have demonstrated Department of Defense staff leadership experience, strong personnel-management capabilities, and the ability to integrate work across multiple functional areas and locations.

Primary Responsibilities
  • Lead daily execution of the USAR Analyst Support Services program.
  • Manage and coordinate approximately 16 analysts assigned across multiple functional areas and duty locations.
  • Serve as TBS's primary operational point of contact for Government representatives.
  • Monitor staffing, workload, schedules, deliverables, performance standards, and personnel accountability.
  • Coordinate analytical support across facilities, real property, force management, civilian personnel, logistics, and non-tactical vehicle functions.
  • Ensure analysts provide accurate, timely, and decision-ready products.
  • Establish priorities and coordinate responses to recurring, emergent, and time-sensitive Government requirements.
  • Review deliverables for completeness, accuracy, consistency, and compliance before submission.
  • Monitor contract performance metrics and implement corrective actions when required.
  • Manage risks, issues, action items, vacancies, extended absences, and workload changes.
  • Coordinate employee onboarding, Government access, required training, system access, and continuity activities.
  • Implement cross-training and knowledge-transfer procedures within related functional areas.
  • Maintain regular communication with the TBS Contract Manager and corporate support departments.
  • Support program reviews, status reporting, quality-control activities, and continuous process improvement.
  • Ensure compliance with applicable security, information-protection, and Government property requirements.
Minimum Qualifications
  • At least seven years of management or supervisory experience.
  • At least four years of Department of Defense staff leadership experience within the required seven years.
  • Demonstrated experience leading personnel, coordinating organizational activities, and managing competing priorities.
  • Experience working within a military headquarters, Army staff, or comparable Department of Defense environment.
  • Ability to manage a geographically distributed workforce supporting multiple functional areas.
  • Ability to communicate effectively in written and spoken English.
  • Ability to prepare and review executive-level correspondence, reports, briefings, and analytical products.
  • Proficiency with Microsoft Office applications and collaborative business systems.
  • U.S. citizenship, unless an exception is authorized by the Government.
  • Ability to possess and maintain at least an interim Secret clearance before full performance begins.
Preferred Qualifications
  • Current active Secret clearance.
  • Prior Army Reserve headquarters experience.
  • Experience managing federal contractor personnel, PMP certification preferred.
  • Familiarity with Army planning, readiness, facilities, force management, civilian workforce, logistics, or resource-management functions.
  • Experience managing contract deliverables, quality controls, staffing actions, and performance reporting.
  • Experience supporting senior military or civilian leaders.
  • Bachelor's degree in business administration, management, public administration, logistics, engineering, human resources, or a related discipline.
Work Requirements
  • Maintain availability during the required duty hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays or authorized closures.
  • Travel may be required to support Government meetings, site visits, inventories, program reviews, or other mission requirements.
  • Comply with all installation-access, security, training, information-protection, and system-access requirements.
  • Maintain the professional judgment and discretion required to work with sensitive personnel, operational, facilities, and resource information.
