Job description

American Safety Traffic Control (ASTC) is seeking a Technical Operations Manager to support the technical planning and execution of traffic control and work zone operations throughout the Carolinas. Working under the direction of the VP of Field Operations, this role bridges awarded projects and field execution, ensuring work is properly planned, staffed, and equipped in accordance with company standards, customer requirements, and applicable MUTCD, DOT, and local regulations.
This role supports Field Supervisors and field personnel with technical guidance on complex work zones. It does not have supervisory authority over field personnel.
Requirements
Key Responsibilities
  • Support technical planning for traffic control operations as directed
  • Review Traffic Control Plans (TCPs) and route for approval
  • Perform sign plan takeoffs and material calculations
  • Develop project execution plans and work sequencing
  • Ensure compliance with MUTCD, DOT, OSHA, and customer specifications
  • Identify project risks and flag mitigation strategies to the VP of Field Operations
  • Provide technical guidance to Field Supervisors on complex work zones
  • Support project startup and operational readiness
  • Develop labor, equipment, and material requirements for projects
  • Coordinate project schedules with the Coordination Department
  • Support change orders and project closeout documentation
  • Conduct project readiness reviews and field quality reviews
  • Support incident investigations alongside the Safety & Training Coordinator
  • Support project profitability through accurate technical planning and resource estimates

Required
  • 5+ years of traffic control or highway construction experience
  • 3+ years in a supervisory or management role
  • Strong knowledge of MUTCD requirements
  • Experience with Traffic Control Plans and sign takeoffs
  • Knowledge of DOT specifications and utility construction
  • Strong project scheduling and resource planning skills
  • Excellent communication skills
  • Valid driver's license with acceptable driving record

Preferred
  • ATSSA Traffic Control Supervisor (TCS)
  • ATSSA Traffic Control Technician (TCT)
  • Experience with utility, DOT, or heavy civil projects
  • Experience with project management software (Heavy Job, TCR, Traffio, etc.)

Work Requirements
  • Ability to travel regularly to job sites across assigned territory
  • Ability to work outdoors in varying weather conditions
  • Frequent computer and technology use for planning and documentation
