Description

The junior Instructional Design Specialist supports the U.S. Citizenship and Immigration Services (USCIS), Office of Security and Integrity (OSI), Chief of Office (CoS) to facilitate USCIS employee knowledge of OSI's security and integrity mission and functions through the development of an outreach coordination and external training program; to promote and enhance external and internal communication, collaboration, and partnerships.


Specific duties include but are not limited to:

  • Designs and develops training material for online courses and instructor-led training, working with OSI divisions to identify and select content.
  • Works with OSI leadership to identify and assess training objectives and needs, evaluate, and strategize training delivery options, and research and develop course materials for both classroom and online training.
  • Analyzes and evaluates current training and training plans to ensure the training is compliant with all federal, departmental, and agency policies and standards.
  • Works with stakeholders to develop and implement the training rollout plan, ensuring training is properly available in the agency's Learning Management System (LMS) and that the target audience completes the training as required.
  • Runs reports in the LMS to ensure proper personnel take the course and provides some troubleshooting support.
  • Sets up courses within the LMS, including tests, uploaded course material, references, links, and explanatory information.
  • Sets up and facilitates classes using virtual meeting tools.
  • Evaluates existing training courses for both content and effectiveness and works with stakeholders to update course products as needed.
  • Design from the foundational floor instructor and student curriculum to support the Emergency Management Coordinator (EMC) and Collateral Duty Safety Officer positions (CDSO). Product must include curriculum and all supporting instructional and administrative materials. Work with OSI (EMS) and HCT (Academy) staff to facilitate transition of training back to FLETC on a quarterly schedule.
  • Design from the foundational floor instructor and student curriculum to support the Emergency Relocation Group (ERG), Devolution Emergency Response Group (DERG), and Reconstitution Team (RCT). Product must include curriculum and all supporting instructional and administrative materials.
  • Support EMS staff in development of short course or educational briefings for the following topics or target audiences with emphasis on virtual or blended delivery: Occupant Emergency Program, Designated Official, Safety and Health for Supervisors, GETS/WPS Telecommunication Program, Ergonomics for the Supervisor, and similar areas.
  • Support instructional design and development needs assessments, to include cost and risk analysis, and best instructional methods to use for targeted audience.
  • Analyze and assist with the planning, development, and coordination of OSI Training Program to include drafting training modules, developing examinations, defining.
  • Performs duties of Instructional Design Specialist, including travel to USCIS locations within the contiguous United States, as needed.

Requirements

  • U.S. citizenship
  • Associate degree or higher
  • Skill and expertise (2+ years) using Captivate or other instructional development software
  • Skill and expertise (5+ years) developing and designing online courses
  • Basic knowledge and experience in Emergency Management and/or Occupational Health and Safety disciplines
  • Excellent Microsoft Office Suite skills, including familiarity with MS SharePoint
  • Strong technical writing skills
  • Strong oral and written communication skills
  • Successful completion of corporate background investigation, including criminal and credit check
  • Ability to obtain and maintain a government suitability determination/security clearance

Work Environment:

  • Full-time position, Monday - Friday
  • Office environment but may also include other work environments as required
  • Onsite at government facility in Camp Springs, MD
