Job description

MDW Associates is seeking Senior Financial Analysts to work in support of our Missile Defense Agency (MDA) customer. The analysts for this position must be capable of applying managerial, technical, and business knowledge and judgment to DoW Business Operations for complex weapon systems. This is a full-time, hybrid position with work based at the Von Braun Complex, Redstone Arsenal, AL.

The Senior Financial Analyst may perform a combination of some or all of the following duties:

  • Thorough understanding of DoW or MDA Planning, Programming, Budgeting and Execution (PPBE) process
  • Implementation of OSW PPBE guidance to develop budget justification documentation for the Program and Budget Review (PBR) and President's Budget (PB) for RDT&E, O&M, Procurement and MILCON appropriations
  • Working independently or as lead of a team to resolve issues and present solutions to senior leadership using business case analyses, "what if" drills, briefings, issue papers, resource reallocation, analysis of alternatives, etc.
  • Performing strategic planning, Business Case Analysis, Program Objective Memorandum (POM), and budget formulation (i.e. Congressional justification materials) under Government direction with federal funds execution in multiple appropriations
  • Understanding and application of relevant Financial Management Regulations and OMB Circular A-11
  • Justification and implementation of Above or Below Threshold Reprograming
  • Organize, analyze and consolidate financial data for program acquisition planning, reviews, and reporting
  • Tracking and reporting of Financial Execution spending rates against established internal and external controls using DoW and MDA databases
  • Maintaining financial databases of Agency's operating budget
  • Preparing and executing program funding requests (PRs, MIPR)
  • Defending the budget and spend plans to internal/external stakeholders by developing supporting products
  • Provide daily supervision and direction to support teams
  • Preparing analysis and evaluation of effectiveness of programs and operations and analyzing financial and budgetary trends
  • Preparing documents and briefings for review and use by DoW senior leadership
  • Being adept at learning and understanding the programmatic aspects of an agency and knowing which program element line is associated with what program and associated technical projects
  • Working independently to solve complex problems

Required Experience/Skills:

  • (5+) years of experience with a minimum of (2+) years within the DoW required
  • DoW budget and finance experience
  • Leading budget formulation efforts
  • Experience with PPBE process, POM, BES, Top Lines for S&T within DoW
  • Experience building accurate and defensible budgets for DoW offices
  • Knowledge of funding execution process
  • DoW organization structure
  • Strong written and oral communication skills
  • Advanced knowledge of Excel and the MS Office product slate

Education Requirements:

  • Bachelor's degree in related field required

Security Requirements:

  • Candidates for this position must currently possess a U.S. Secret Clearance; Top Secret clearance is preferred
