Job Description
Cowan Group Engineering (CGE) seeks an exceptional and highly motivated Civil Site/Land Development Engineer (PE) to lead a variety of private and public development projects that shape the growth of our communities. We are looking for a team-oriented leader who fosters a positive work atmosphere and has a proven record of delivering high-quality site design projects on time and within budget.
What You'll Do
  • Lead and manage private land development projects from concept through construction, serving as the primary point of contact for clients, developers, architects, and other stakeholders.
  • Oversee site planning and design tasks, including grading, drainage, stormwater management, paving, utilities, parking, and site layouts for commercial, residential, industrial, and mixed-use developments.
  • Prepare and review construction documents, plats, zoning/rezoning packages, and permitting submittals in compliance with local ordinances, subdivision regulations, and state/federal requirements.
  • Conduct site feasibility studies, due diligence reviews, and preliminary cost estimates to support client decision-making and project planning.
  • Collaborate with architects, planners, and contractors to integrate engineering solutions into overall project vision.
  • Coordinate with municipalities, planning commissions, permitting authorities, and utility providers to obtain approvals, entitlements, and permits.
  • Manage project budgets, schedules, and resources, proactively identifying risks and implementing solutions to keep projects on track.
  • Facilitate client and project team meetings to communicate progress, resolve conflicts, and ensure project goals are met.
  • Support and mentor junior staff in technical design and project management, fostering their growth within the firm.
  • Provide civil engineering support on select public infrastructure projects (water, wastewater, roadway, stormwater) when needed.

Job Requirements
Who We're Looking For
  • Professional Engineer with a valid/active State of Oklahoma Professional Engineer license
  • Degree from an ABET-accredited university
  • 4+ years of experience in civil site and land development design for private projects such as commercial, residential, industrial, or mixed-use developments, including grading, drainage, utilities, and permitting
  • Proven record of delivering superior project management and client service
  • Proficiency in Civil 3D and Microsoft Office
