(ETAS) has an upcoming opportunity for Cost Estimator-Junior (Direct Hire) positions at our offices in Knoxville, TN. Please submit resumes via the web page link below. ETAS was formed and dedicated to support the Department of Energy (DOE) Portsmouth/Paducah Project Office (PPPO) with technical and management services contributing to the safe and cost-effective implementation of the “One PPPO” mission. The parent company, Pro2Serve, is a nationally recognized environmental, technical, and engineering services firm dedicated to providing critical environmental management services to reduce the Nation’s environmental liabilities and infrastructure engineering services in support of our Nation’s security. We support the energy, defense, and science markets through responsive, cost-effective execution of critical environmental, facilities and infrastructure, and nuclear defense and nonproliferation projects. Job Description
This position will be responsible for providing cost estimating expertise to support our DOE PPPO client. Candidate must have a working knowledge of Environmental Management Programmatic functions related to the DOE. These functions include D&D of nuclear processing facilities, processing of various waste streams from operations, and related environmental management functions at various DOE sites. This position should have extensive cost estimating experience and be able to provide various types of estimates for varying needs. Estimating efforts may include, but not be limited to, review of cost estimates associated with Baseline Cost Proposals (BCPs), review of contract modifications from the DOE cleanup contractor(s), and development of Independent Government Cost Estimates (IGCEs). Reviews will validate the contractor’s estimates for cost reasonableness. The cost estimator also will provide leadership for the development of LCB (Life Cycle Baseline) requirements along with review and validation of the Life Cycle Baseline (LCB) cost estimates for quality and reasonableness ranging from stochastic to determinist costs as appropriate. The cost estimator also will support the annual Environmental Liabilities calculations for the program Knowledge and experience in the following areas is preferred:
• Provide input and output from Estimating software • Lead discussions with clients, vendors, personnel in other departments to discuss and formulate estimates and resolve issues.
• Lead discussions with engineers, architects, owners, contractors and subcontractors on change and adjustments to cost estimates.
• Use relevant information and individual judgement to determine whether events or processes comply with laws, regulations, or standards
• Independently determine material and labor requirements
• Independently determine the type, quantity and quality of resources required.
• Prepare and maintain a directory of suppliers, contractors and subcontractors.
• Independently prepare time, costs, resources, or materials needed to perform a work activity.
• Consider the relative costs and benefits of potential actions to choose the most appropriate one.
• Compile codes, categorizes, calculates, tabulates, audits or verifies information or data.
• Enter, transcribe, record, store, or maintain information in written or electronic form.
• Prepare and maintain “high quality” IGCE and Independent Cost Estimates (ICE).
• Provide direct assistance to clients within the context of project assignments and expertise.
• Serve as mentor and performs peer reviews of technical work products of employees at lower grades. Job Requirements
• Bachelor's Degree from an accredited university in Construction Management, Engineering or related discipline or five years of relevant experience
• Five years of experience in conceptual estimating and design/build delivery working for Federal, Military, and commercial building construction and renovation projects
• Experience with Project Controls EVMS processes and project management software such as Timberline, Primavera P6, Cobra, MII and Deltek Costpoint
• Detailed knowledge of cost estimating, including developing detailed cost estimates and BOEs using Code of Accounts to develop a cost history database that is company specific, and performing cost modeling for large projects
• Knowledge of current industry pricing and construction practices
• Detailed knowledge of Microsoft Office Suite Preferred Qualifications: • DOE experience
