Job Summary: 

The Senior Manager of Holocaust Services holds day-to-day stewardship of JFS Silicon Valley's Holocaust survivor services portfolio, including its Claims Conference contract, the State of California Holocaust Survivor Assistance Program (HSAP) allocation, care management, financial assistance, and emergency assistance functions. This role also manages the agency's homecare vendor contract with Institute on Aging (IOA), and maintains the agency's emergency assistance partnership with Kavod SHEF, ensuring survivors and other eligible clients receive timely, high-quality, dignity-centered support. The Manager collaborates closely with the VP of Finance and Operations on HSAP fund stewardship and with the Cal AIM team to connect eligible clients to additional benefits, while building systems that improve efficiency and data collection across the portfolio. The Senior Manager combines direct oversight of grant compliance and vendor performance with hands-on, values-driven leadership of the care management team, and is a critical link between funder requirements, vendor accountability, and the lived experience of the survivors JFS Silicon Valley serves.   

Key Responsibilities: 

Claims Conference Contract Management  

• Serve as the primary in-house administrator of JFS Silicon Valley's Claims Conference contract, ensuring all funded activities align with contract terms and grant guidelines.  
• Track and manage the contract budget across program lines, monitoring spend-down and flagging variances to the VP of Behavioral Health and Integrated Services in time for corrective action.  
• Prepare and submit required narrative and financial reports to the Claims Conference on schedule, coordinating with Finance to ensure figures reconcile.  
• Maintain audit-ready documentation of client eligibility, service delivery, and expenditures in accordance with Claims Conference and JFS Silicon Valley recordkeeping standards.  
• Stay current on Claims Conference policy and eligibility updates and translate changes into practice guidance for the care management team.  

Care Management, Financial & Emergency Assistance  

• Oversee delivery of care management services to Holocaust survivors, ensuring assessments, care plans, and follow-up meet contract and clinical quality standards.  
• Manage the financial assistance process for eligible survivors — intake, eligibility verification, approval routing, and disbursement tracking.  
• Serve as an escalation point for emergency assistance requests, ensuring urgent survivor needs (safety, health, housing, food security) are triaged and resolved quickly.  
• Maintain and steward the partnership with Kavod SHEF, coordinating referrals and funding requests to expand emergency assistance available to survivors.  
• Support, coach, and provide practice guidance to care managers working with survivors, with particular attention to trauma-informed engagement.  
• Monitor caseload data and outcomes, identifying trends or gaps that should inform program adjustments.  

State of California HSAP Fund Stewardship  

• Serve as the program lead for the State of California Holocaust Survivor Assistance Program (HSAP) allocation.  
• Partner closely with the VP of Finance and Operations on HSAP budget tracking, spend-down monitoring, and required state reporting.  
• Maintain documentation that supports HSAP compliance and audit readiness, coordinating with Finance on reconciliation of expenditures.  

Cal AIM Collaboration  

• Partner with the Cal AIM team to identify and connect Holocaust survivors who may be eligible for Cal AIM Community Supports or Enhanced Care Management (ECM).  
• Coordinate warm handoffs and shared care planning with Cal AIM care managers to ensure eligible clients receive the full range of benefits available to them.  
• Stay current on Cal AIM eligibility criteria relevant to the survivor and older adult population served by this role.  

Homecare Vendor Contract Management (Institute on Aging)  

• Serve as JFS Silicon Valley's primary relationship holder for the homecare vendor contract with Institute on Aging.  
• Monitor vendor performance against contract terms, including service hours delivered, caregiver reliability, and client satisfaction.  
• Manage the referral and authorization pipeline between JFS Silicon Valley care managers and IOA, ensuring timely start of care for approved clients.  
• Investigate and resolve service concerns or complaints raised by clients, families, or care managers regarding homecare delivery.  
• Reconcile homecare utilization and billing against Claims Conference and other funding allocations.  
• Participate in periodic contract review and renewal conversations with IOA, bringing performance data and client feedback to the table.  

Systems, Data & Continuous Improvement  

• Build and refine systems and workflows that increase efficiency across care management, financial assistance, and vendor coordination processes.  
• Strengthen data collection practices to support accurate reporting, program evaluation, and funder accountability.  
• Identify opportunities to streamline handoffs between funding streams (Claims Conference, HSAP, Cal AIM, Kavod SHEF) to reduce duplication and improve the client experience.  

Documentation & Compliance  

• Ensure all client documentation is completed accurately and on time in Apricot and Diamond, consistent with funder and agency requirements.  
• Maintain accurate, current client files in the agency database consistent with funder and agency documentation requirements.  
• Support internal and external audits related to Claims Conference funding, HSAP, and homecare service delivery.  

Team Leadership & Culture  

• Build and sustain a strong, collaborative team culture among care managers and program staff, grounded in mutual support and shared purpose.  
• Model and uphold the values of JFS Silicon Valley in all interactions with clients, colleagues, vendors, and funders.  
• Foster open communication and cross-team collaboration with Finance, CalAIM, Homecare, and other JFS Silicon Valley departments. 

Qualifications: 

Education: 

• Bachelor's degree in social work, gerontology, public administration, or a related field required;    

Experience:  

• 5+ years of progressively responsible experience in care management, program administration, or grant/contract management within a nonprofit or social services setting, including experience managing multiple funding streams.  
• Demonstrated ability to manage budgets, track compliance requirements, and prepare funder reports with accuracy and attention to detail.  
• Experience managing or coordinating with external vendors or subcontractors, and building or improving operational systems and processes. 
• Track record of leading or supervising staff, with the ability to build a collaborative, values-driven team culture.  

Skills & Competencies: 

• Cultural competency and sensitivity working with older adults and Holocaust survivors, including trauma-informed communication   
• Strong organizational skills and the ability to manage multiple deadlines across grant, vendor, and client-facing responsibilities. 
• Familiarity with Claims Conference funding requirements and reporting standards.  
• Familiarity with the Holocaust survivor population and Person Centered Trauma Informed Care principles.  
• Experience with homecare or in-home services delivery models.  
• Knowledge of the organized Jewish community and Holocaust survivor services landscape.  
• Proficiency in Russian, Hebrew, or another language relevant to the survivor community.  
• Experience with Apricot and/or Diamond case management databases. 

Salary and Benefits: 

Salary Range: $95,000 - $115,000 per year. 

This position is full-time, exempt,37.5 hours/week. Salary is commensurate with the qualifications and experience of the selected candidate.
