Job Description:
SCOPE OF SERVICES:
Data Integration Lead will be responsible for:
  • Assisting in managing data integration developers.
  • Assisting in leading the design, creation and updating of the standardized NIEM based XML data models for data exchanges ensuring reusability while enabling consolidation of data models.
  • Conducting Unit Tests, supporting Quality Assurance, and coordination of defect remediation.
  • Participating in the development of system design.
  • Providing technical expertise, estimates, and recommendations to project management.
  • Participating in requirements discussions and meetings as necessary.
  • Ensuring that technical team deadlines are met and target dates are re-baselined as necessary.
  • Communicate risks and issues to project management.
  • Documenting technical risks and issues, and actively working to avoid/mitigate/resolve extent risks.
  • Application source code and configuration.
  • Automated Unit test suite demonstrating that delivered source code meets functional and non-functional requirements, where applicable.
  • Assist in creating documentation such as but not limited to: Technical Design and Security Accreditation

MANDATORY SKILLS/EXPERIENCE:
As a Lead, the ideal candidate MUST possess staff management soft skills, as well as:
  • Minimum 8 years of Java development experience with at least 3 years of hands-on experience in Enterprise Integration Development.
  • Minimum 2 years of experience in Technical Management including managing cross-functional teams and multi-disciplinary projects.
  • Outstanding leadership skills with ability to delegate responsibilities effectively.
  • Experience in Service Oriented Architecture and Web Service development.
  • Strong knowledge of data integration technologies and processes.
  • Working knowledge of ETL, Business Intelligence and Data Warehousing concepts.
  • Knowledge of National Information Exchange Methodology (NIEM).
  • Extensive experience with Spring and Hibernate.
  • Strong experience in MVC and using other design patterns.
  • Experience with Oracle WebLogic 10.x+ or similar application server.
  • Experience with Ant.
  • Experience with relational database such as Oracle, MS SQL Server or MySQL.
  • Experience with testing tools and techniques such as JUnit and continuous integration.
  • Knowledge of HTML, XML, JavaScript and CSS.
  • Knowledge of secure coding standards and best practices.
  • Must be a team player and take initiative, be a decisive decision-maker and show confidence in decisions made.
  • Must be able to see tasks through to completion without significant guidance.
  • Must have experience with Git, Subversion or CVS.
  • Experience with formal SDLCs and development methodologies.
  • Excellent oral and written communication skills and the ability to clearly articulate to all project members and stakeholders;
  • Must be a team player who works well with technical and non-technical resources;
  • Solid Experience with relational databases preferably Oracle and Microsoft SQL Server;
  • Solid experience in XML Technologies (XML, XSL, XSD);
  • Solid knowledge of testing tools and techniques;
  • Must be able to provide documentation on their work

DESIRABLE SKILLS/EXPERIENCE:
  • Strong knowledge of messaging middleware such as WebSphere MQ.
  • Experience with integration related technologies such as iWay or SnapLogic.
  • Extensive familiarity with Storm or ElasticSearch technologies.
  • Prior involvement with Enterprise Service Bus technologies such as WebSphere Message Broker.
Knowledge of NYC Government culture.
