Tenant Quality Representative (Data Center Construction)/Program Manager

Position Overview


We are seeking an experienced Tenant Quality Representative to support large-scale data center construction projects. This position serves as the primary onsite quality representative, ensuring construction, commissioning, and vendor activities meet the quality standards, technical requirements, and project delivery milestones.


The successful candidate will act as the key liaison between client, developers, general contractors, commissioning teams, equipment suppliers, and trade partners to drive quality assurance, quality control, issue resolution, and project readiness.


Key Responsibilities


Quality Program Oversight



  • Serve as onsite Quality Representative and primary point of contact for quality-related activities.

  • Monitor and assess developer quality programs to ensure compliance with standards, specifications, and procedures.

  • Support project delivery by verifying quality requirements are achieved at critical project milestones and stage gates.

  • Ensure quality assurance (QA), quality control (QC), and commissioning deliverables are completed accurately and on schedule.

  • Participate in and witness Factory Acceptance Tests (FAT), Factory Witness Tests (FWT), and other equipment validation activities.

  • Track quality performance and escalate issues that may impact safety, schedule, cost, or operational readiness.


Site Quality Inspections & Assessments



  • Conduct Quality Health Assessments (QHA) across construction sites, supplier facilities, warehouses, and equipment manufacturing locations.

  • Perform audits and inspections of critical electrical, mechanical, and structural systems.

  • Verify installation quality, commissioning readiness, and compliance with approved project documentation.

  • Identify quality risks and drive corrective actions with project stakeholders.

  • Support site walks, inspections, and commissioning activities throughout the project lifecycle.


Quality Issue Management



  • Manage and track quality issues using BIM/ACC platforms.

  • Review, document, and escalate critical quality concerns that impact project delivery.

  • Ensure issues are accurately documented with required supporting information and closed appropriately.

  • Coordinate resolution efforts between client, developers, contractors, vendors, and commissioning teams.

  • Monitor non-conformance trends and recommend corrective and preventive actions.


Construction & Commissioning Support



  • Review project drawings, specifications, RFIs, submittals, commissioning plans, QA/QC plans, and testing procedures.

  • Support the transition of equipment and systems through commissioning milestones.

  • Witness commissioning activities and functional testing as required.

  • Assist in identifying and mitigating risks prior to facility readiness and turnover.


Stakeholder Coordination



  • Attend Owner-Architect-Contractor (OAC) meetings and other project coordination meetings.

  • Facilitate quality kickoff meetings with project teams and subcontractors.

  • Collaborate with construction managers, quality managers, commissioning managers, and engineering teams.

  • Serve as a technical resource for quality, MEP, controls, and commissioning-related topics.


Reporting & Deliverables



  • Prepare detailed inspection reports documenting findings, observations, and recommendations.

  • Document non-conformances with supporting photos, locations, and corrective action requirements.

  • Produce weekly project status reports highlighting:


    • Quality trends and metrics

    • Open and resolved quality issues

    • FAT/FWT progress

    • QHA findings

    • Inspection activities and project risks


  • Maintain accurate project documentation and test records.

  • Present quality status updates to stakeholders and project teams.


Required Qualifications



  • Bachelor's degree in Engineering, Construction Management, Quality Management, or related field, or equivalent experience.

  • Experience supporting mission-critical facilities, data centers, industrial construction, or large infrastructure projects.

  • Strong understanding of:


    • Quality Assurance (QA) and Quality Control (QC)

    • Commissioning processes

    • Electrical and Mechanical systems

    • Construction management and project delivery


  • Ability to review technical drawings, specifications, and commissioning documentation.

  • Experience managing quality inspections, audits, and issue-resolution processes.

  • Excellent communication, stakeholder management, and reporting skills.


Preferred Qualifications



  • Data center construction experience.

  • Experience with commissioning activities and equipment testing.

  • Familiarity with BIM 360, Autodesk Construction Cloud (ACC), or similar construction management platforms.

  • Experience conducting FATs, FWTs, and quality audits.

  • Knowledge of mission-critical electrical and mechanical infrastructure.


Work Environment



  • Primarily onsite at data center construction projects, supplier facilities, warehouses, and manufacturing locations.

  • Frequent interaction with contractors, vendors, commissioning teams, and customer stakeholders.

  • Travel may be required based on project and supplier locations.
