GENERAL DESCRIPTION:
Join the Wyoming Department of Workforce Services and help develop the technology solutions that support the State's Unemployment Insurance Program. As an Application Developer, you will play a key role in designing, developing, testing, implementing, and maintaining critical applications and database systems that serve Wyoming employers, claimants, and agency staff.
Working as part of a collaborative Information Technology team in Casper, Wyoming, you will develop and support enterprise applications using Java, SQL, Angular, Microsoft SQL Server, and related technologies. Your work will directly contribute to the reliability, security, and efficiency of systems that deliver essential services to Wyoming residents and businesses.
In this role, you will participate in the full software development lifecycle, including requirements analysis, application design, coding, testing, implementation, documentation, troubleshooting, and ongoing system support. You will work closely with fellow developers, business staff, and contractors to enhance existing systems, develop new solutions, maintain database infrastructure, and ensure applications meet evolving program and regulatory requirements.
This position offers the opportunity to expand your technical expertise across a diverse technology stack that includes Microsoft SQL Server, Angular, Eclipse, Git, Windows and Red Hat Enterprise Linux operating systems, and business intelligence and reporting tools. Success in this role requires strong analytical and problem-solving skills, attention to detail, and a commitment to developing high-quality solutions that support the mission of Wyoming's Unemployment Insurance Program.

  • Enhance custom software by altering existing program code to meet new State or Federal mandates or to allow for new functionality that would make the software more efficient for the user community; work to meet deadlines to ensure no functionality is lost when integrating new code; review users' work patterns and customer needs to provide new software development ideas.
  • Maintain, support, enhance, and update existing web-based applications for the Unemployment Insurance and Employment Tax Divisions by keeping software applications up-to-date with security standards, notifying key personnel of downtime, and training users on the proper use of custom software.
  • Develop new and enhance existing documentation of the systems currently in use by the agency; work in tandem with business users to ensure desk manuals are current and meet the agency's needs.
  • Perform, outline, and test strategies, including regression testing; alter database design and schemas to align with new and changing application development.

Qualifications
KNOWLEDGE:
  • Knowledge of current application development methodologies and languages, including Java and Structured Query Language (SQL).
  • Knowledge of Extensible Markup Language (XML) and HyperText Markup Language (HTML).
  • Knowledge of JavaScript.
  • Knowledge of Microsoft SQL Server.
  • Knowledge of Windows Server and Personal Computer Workstations.
  • Ability to solve problems relating to software development.
  • Knowledge of project management concepts.
  • Skills in written and verbal communication.
