Job description

Job Summary:
A3T is a fast-growing firm specializing in Defensive Cyber Security Services and Enterprise IT Solutions. They are seeking a Web & System Developer to design, manage, and enhance digital platforms while ensuring optimal functionality and security aligned with customer requirements.
Responsibilities:
• Provide expert technical guidance for internal and external websites, portals, digital assets, and platforms (WPDAP) initiatives, including web technologies, data management, data visualization, AI, and workflow automation.
• Advise on and implement solutions using Microsoft 365, Power Platform (Power Apps, Power Automate, Power BI), and supporting tools such as Tableau, Vantage, Advani, and emerging technologies.
• Support knowledge-sharing initiatives while ensuring compliance with cybersecurity, information assurance, and security policies.
• Design, develop, maintain, and enhance digital assets, including internal/external websites, SharePoint environments, Power Platform applications, workflows, and dashboards.
• Perform full SharePoint administration, including permissions, sites, document libraries, lists, forms, templates, web parts, and associated databases.
• Engineer and maintain consistent media and web properties across domains, implementing customer-approved workflows.
• Design and support dynamic web content, including blogs, RSS/news feeds, multimedia, social networking services, and related APIs.
• Plan and implement website and portal enhancements, including redesigns, functionality upgrades, software integrations, and development of minor web-based applications.
• Identify and recommend system upgrades and improvements to enhance the Web-based Knowledge Environment (WBKE).
• Ensure all web services align with DOD, Army G‑6, and organizational standards and regulations, including approved external link integration.
• Provide strategic planning support to the Chief Knowledge Officer, contributing to short- and long-range planning and optimized resource allocation.
• Continuously improve and manage command web properties through performance evaluation, innovation, and lifecycle management.
• Conduct routine reviews and audits of websites and online content to ensure accuracy, timeliness, regulatory compliance, and policy adherence.
• Serve as the primary point of contact for web capabilities, providing prompt and effective user support.
• Respond to routine service requests within established timelines and coordinate with the customer on complex requirements.
• Provide troubleshooting and technical assistance to the organization, tenant units, Garrison, and other stakeholders.
• Coordinate with business content owners, departments, and offices to develop and publish final web content.
• Provide design, usability, and implementation feedback to content owners and leadership.
• Create and edit print and web graphics using Adobe Creative Suite and other industry-standard design tools.
• Support branding, visual consistency, and user experience across all digital platforms.
• Ensure full compliance with Section 508 and Electronic and Information Technology (EIT) accessibility standards.
• Maintain adherence to all cybersecurity, information security, and assurance requirements across managed services.
• Maintain a daily worklog of all activities performed.
• Provide monthly status reports detailing completed and pending work.
• Propose and implement an approved worklog format within contract timelines.
Qualifications:
Required:
• Must either possess a bachelor’s degree in computer science, Information Systems, or related field of study; OR five (5) years of Web and Systems Development related experience.
• Must have and maintain a SECRET clearance.
• Must possess and maintain a CompTIA Security+ or higher certification.
• Must have software experience in MS 365, Power BI, Power Apps, Power Automate, Dataverse, Azure DevOps, Azure Storage, X code, VS code, PowerQuery.
• Must have experience, knowledge and skills regarding Artificial Intelligence (AI), Large Language Models (LLMs), and Bot creation.
• Must have experience, knowledge, and skills utilizing the Adobe Creative Suite (e.g., Photoshop, Illustrator, and Lightroom) and any other industry-standard graphic design software as required.
• Must have experience in web development and webmaster support as follows: performing graphical design; site planning; and layout of web applications, websites, and web related services and technology utilizing dynamic and static web interfaces using HTML, DHTML, VB Script, Java Scripts, and Cascading Style Sheets.
• Must be able to design, develop, and support web content with Blogs, RSS/News feeds, audio and video, and social networking services and their associated APIs.
• Must be able to create SharePoint pages and content utilizing basic web parts, administering permissions and groups, updating information, creating workflows, and basic maintenance procedures.
• Must be able to perform reviews and audit actions for websites and online content for relevant and timely information, compliance with regulations and policy.
• Must be able to perform maintenance, administration, and enhancement of websites and web-based services.
• Must be able to design and implement links to other DOD websites that comply with DOD and U.S. Army G-6 standards and regulations.
• Must be able to analyze and assess existing and emerging technologies to determine relevance to existing web environments including, but not limited to, software assessments, standardization assessments, and configuration topography/site structure assessments.
• Must be able to identify changes necessary to upgrade websites and services.
• Must be familiar with Section 508 of the Rehabilitation Act of 1973 and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards.
• Must be familiar with coding in the following programming languages, frameworks and Content Management Systems (CMS): Hyper Text Markup Language (HTML), Hyper Text Markup Language 5 (HTML5) Cascading Style Sheets (CSS), Extensible Markup Language (XML) including Java Script (JAVA), JavaScript Object Notation (JSON), Personal Home Page (PHP), Structured Query Language (SQL), MySQL, Society for Worldwide Interbank Financial Telecommunication (Swift), Asynchronous JavaScript and XML (AJAX), Bootstrap, JQuery, syntactically awesome style sheets (SASS), Joomla!, WordPress, Drupal, Adobe Experience Manager (AEM), Concrete 5, Git, GitHub, Azure DevOps, PySpark, and TypeScript.
