Lead / Primary NALCOMIS Systems Administrator
Work Location - NAS JRB Fort Worth, TX On-site, starting at 5am Central
Security Clearance - U.S. Citizenship Required; Active DoD Secret Clearance required at time of start (Minimum T3/T3R investigation).
Experience - 10+ Years of Navy Aviation Maintenance Administration and General IT Experience.
Length - Base Year (Jan 19, 2027 - Jan 18, 2028) with options extending through July 2032.
Objective Summary
We are seeking a senior Lead / Primary NALCOMIS Systems Administrator to serve as the principal on-site technical authority and primary contractor interface for the CNAFR NALCOMIS Virtual Environment contract. Operating out of NAS JRB Fort Worth, this critical position holds direct oversight and accountability for administering the Naval Tactical Command Support System Virtual Environment (NTCSS VE), NALCOMIS OOMA/OIMA systems, hosted virtual machines, databases, and cybersecurity controls.
The ideal expert will maintain top-level performance awareness across multidisciplinary configurations, remotely supporting CNAFR Aviation Support Departments (ASDs), Fleet Readiness Centers (FRCs), and dispersed operational squadrons. This role requires an elite professional timeline demonstrating senior technical competency equivalent to a military E-6 paygrade or above.
Mandatory Compliance Metrics
Candidates must satisfy these strict gates to ensure a successful Government onboarding determination:
  • Experience Baseline: Resume must explicitly reflect a minimum of 10 years of general IT/computer experience, 6 years of specialized systems or network administration, and 10 years of direct Navy aviation maintenance administration experience. General Windows or VMware experience alone is insufficient.
  • Dual Technical Mastery: Must have verified, hands-on experience operating as both a NALCOMIS Database Administrator (DBA) and a NALCOMIS Systems Administrator across both O-level and I-level configurations.
  • Operational Shift Availability: Must be fully available on-site for an anticipated 0500 CST start time to accommodate and align with East Coast supported units.
  • Uptime & Response SLA: Must commit to maintaining a strict 99% system availability environment, including a contractual readiness to physically or remotely respond to system outages during non-duty hours within 2 hours of notification.
Principal Responsibilities
  • Serve as the primary, definitive contractor contact point for the COR and Type Commander (TYCOM) regarding scheduled down times, system changes, and logistical modifications.
  • Lead the operational administration of the NTCSS Virtual Environment, hosted virtual machines, NTCSS servers, RSUPMAST, NALC, and OOMA servers.
  • Coordinate and schedule system non-availability periods across all assigned sites to smoothly accommodate aircraft transfers and detachment set-ups.
  • Manage the setup of System Administrator (SA) accounts for all virtual OOMA/OIMA servers, enforce strict password synchronization across servers, and maintain Network Attached Storage (NAS-1) protocols.
  • Formulate rapid operational updates and deliver comprehensive monthly reports to the COR regarding SA Logbooks, Account/Privilege reviews, and inventory status.
  • Oversee and deliver final quality control checks on the functionality of all interfaces between NALCOMIS Intermediate Maintenance Activity (IMA) systems, Mid-Tier Servers, O&I Servers, and Enterprise Resource Planning (ERP) pipelines.
  • Provide expert-level informal and On-the-Job Training (OJT) to fleet maintenance personnel, DBAs, and supporting system administrators on NALCOMIS operations.
Core Data & Architecture Capabilities
  • Expert-level knowledge of NTCSS VE architectures, NALCOMIS DBA functions, and database integrity/validity management.
  • Thorough understanding of OMA-SAM (Organizational Maintenance Activity-Systems Admin Menu) configurations and automated information systems (AIS).
  • Experience verifying, obtaining, and installing system updates and baseline software via the official Navy Sailor 2.X repository.
  • Practical familiarity with deployable NTCSS laptop server operations and Homeguard OOMA VM deployment mechanics.
Governance, Clearance & Government Infrastructure
  • Comprehensive mastery of protecting sensitive Department of the Navy (DON) unclassified information assets, system records, and IA Control Checklists.
  • Direct experience executing information assurance technical (IAT) compliance under DoD Directive 8140.01 and DoD 8570.01-M standards.
  • In-depth proficiency utilizing the Online Compliance Reporting System (OCRS) and entering clearance telemetry via the Defense Information System for Security (DISS).
Preferred Domain Expertise
  • Active certification in a DoD-approved IAT Level II cybersecurity credential (e.g., Security+ CE).
  • Prior military background operating in a Navy Reserve ASD, Fleet Readiness Center (FRC), or carrier-based squadron logistics environment.
