Capacity & Performance Management Analysts About Blue Rose Consulting Group

Blue Rose Consulting Group, Inc. (Blue Rose) is a certified HUBZone and Service-Disabled Veteran-Owned Small Business supporting Federal customers with mission-focused technology, professional services, and operational support. We are building a team for the anticipated Department of State Global Mission Operations Support (GMOS) effort supporting the Bureau of Diplomatic Technology, Enterprise Applications Directorate, Office of Consular Systems and Technology.

About the Role

Analyze current utilization and performance, forecast future resource needs, identify capacity risks, and produce actionable recommendations for enterprise infrastructure, applications, databases, and cloud environments. This position supports the Department of State Consular Affairs global information technology environment, which includes domestic and overseas facilities, on-premises infrastructure, cloud platforms, applications, databases, and enterprise support services. This is a contingent position based on contract award and final customer requirements.

What You’ll Do

• Develop and maintain capacity utilization metrics, thresholds, monitoring processes, and trend-analysis methods across the IT enterprise.

• Analyze CPU, memory, storage, I/O, network, database, application, and service-performance data to identify emerging constraints or degradation.

• Use advanced analytics and machine learning where appropriate to forecast demand and prevent capacity-related incidents.

• Support tuning, resource reallocation, infrastructure-expansion planning, budgeting, and change-management activities.

• Develop monthly service performance, service capacity, workload analysis, predictive, ad hoc, and historical trend reports.

• Provide actionable recommendations for capacity optimization, resource allocation, financial impacts, and risk mitigation.

• Maintain at least three years of historical reporting data and produce accessible, Section 508-compliant deliverables.

Minimum Requirements

• 3+ years of experience analyzing IT capacity, utilization, and performance data.

• Experience forecasting infrastructure or application resource requirements and developing capacity thresholds.

• Proficiency with analytics, reporting, dashboard, or monitoring tools.

• Ability to translate technical performance data into clear operational and budget recommendations.

• Strong report-writing skills and knowledge of Section 508 accessibility requirements.

• Active Secret clearance.

Preferred Qualifications

• Experience with Power BI, Grafana, Splunk, Zabbix, AppDynamics, or cloud-native analytics.

• Experience using predictive analytics, machine learning, or automation for capacity planning.

• ITIL Capacity Management or related certification.

Compensation & Benefits
