Job description

Title: Program Manager (Oracle IT Transformation)

Location: Remote and on-site hybrid (Client Location - Folsom, NJ 08037)

Type: 3 Years+ Contract (Possible Contract to Hire)


We are working closely with the โ€œChief Operating Officerโ€ of an energy services holding company in Folsom, NJ 08037. Our client is seeking an experienced IT Program Manager consultant to lead and coordinate a large-scale IT integration and transformation program for our direct client.


This contract role will manage multiple complex programs and projects, drive governance and reporting processes, facilitate stakeholder alignment, and ensure successful delivery of strategic initiatives that support operational excellence and digital transformation objectives.


The ideal candidate will have experience working in large, highly regulated environments and possess strong leadership, communication, risk management, and organizational skills.


Chief Operating Officer Input:


Project Background:

  • Utility Alignment Transformation
  • There is a 4-month assessment starting shortly
  • PM need is expected to begin with implementation
  • This will be a multi-year effort.


Experience needed:

  • Senior Program Manager with strong Oracle Cloud implementation experience.
  • Proven Oracle Cloud transformation/implementation leadership
  • Must have led large, complex transformation programs not just a single workstream.
  • Enterprise-scale business and technology transformation experience.
  • Strong executive presence, governance, risk management, and stakeholder skills.
  • Strong cross-functional leadership skills.
  • Comfortable managing multiple projects and teams and facilitating steering committees.
  • Highly regulated industry experience is a plus.
  • Energy, utilities, or other highly regulated industry experience preferred.
  • 10+ years of Program Management experience.
  • PMP/PgMP preferred.

Key Accountabilities:

  • Lead a program with multiple projects and workstreams.
  • Develop and maintain program plans, timelines, budgets, risks, and dependencies.
  • Establish and manage PMO governance processes, status reporting, and executive dashboards.
  • Partner with business leaders, IT teams, vendors, and external stakeholders to ensure alignment and successful delivery.
  • Facilitate steering committee meetings, executive reviews, and project status meetings.
  • Identify, track, and mitigate program risks and issues.
  • Ensure compliance with organizational standards, regulatory requirements, and project management best practices.


Required Skills:

  • Bachelor's degree in business, Information Technology, Engineering, or a related field, or equivalent experience.
  • 10+ years of project and program management experience.
  • Oracle Cloud implementation project experience.
  • Experience leading enterprise-wide technology, business transformation, or operational improvement initiatives.
  • Strong understanding of PMO methodologies, governance, portfolio management, and reporting.
  • Excellent communication, presentation, and facilitation skills.
  • Proficiency with Microsoft Project, SharePoint, Excel, Power BI, Oracle Analytics Cloud (OAC), and related project management tools.
  • Experience managing onshore and offshore program teams.
  • PMP and/or PgMP certification is preferred.
  • Experience working within highly regulated industries is preferred.
