Job Summary:

H2L Solutions is seeking a Lead IT Systems Manager to serve as the senior technical authority for Information Technology Systems Management. This position provides daily leadership, oversight, and coordination of IT systems supporting operational mission requirements, ensuring secure, reliable, and responsive services across classified environments. The Lead IT Systems Manager directs technical execution, manages system availability, coordinates outage response, and ensures compliance with cybersecurity, configuration management, and operational performance standards.

Employment is contingent upon contract award and continued Government funding.

Supervisory Responsibilities:
  • Provides direct technical leadership to IT support personnel, systems administrators, and service desk staff.
  • Oversees task assignment, workload distribution, and performance monitoring.
  • Ensures compliance with Quality Control (QC) procedures and servicelevel standards.
  • Serves as primary escalation authority for complex technical issues and system outages.
  • Coordinates with Government stakeholders, COR, and other functional leads to align IT operations with mission priorities.
  • Duties/Responsibilities:
  • Lead execution of all IT Systems Management requirements in accordance with contract and Performance Work Statement (PWS) requirements.
  • Oversee daily operation, maintenance, and sustainment of enterprise IT systems in classified environments.
  • Monitor system health, performance metrics, and service request queues to ensure timely resolution and adherence to required response timelines.
  • Coordinate troubleshooting, root cause analysis, and corrective actions for system outages or degraded performance.
  • Ensure compliance with cybersecurity policies, information assurance requirements, and DoD 8570 workforce standards.
  • Maintain configuration management controls, system documentation, account management processes, and standard operating procedures.
  • Support forwarddeployed IT systems readiness and recurring system checks.
  • Oversee user account provisioning, permissions management, and system access controls in accordance with security policies.
  • Coordinate implementation of system updates, patches, and upgrades with minimal operational disruption.
  • Provide regular status reports, performance metrics, and technical briefings to Government leadership.
  • Support surge operations, exercises, and emergencyessential requirements as directed.
  • Preferred Qualifications:
  • Prior experience supporting USFK, INDOPACOM, or other forwarddeployed operational environments.
  • Experience supporting GCCSJ or mission command systems.
  • Experience leading IT operations within TS/SCI or SCIF environments.
  • ITIL Foundation or higher certification.
  • Experience in highavailability, missioncritical systems environments.
  • Experience (Required):
  • Minimum of seven (7) years of progressive experience in IT systems management, network operations, or enterprise systems administration within a DoD or federal environment.
  • Minimum of three (3) years in a leadership or supervisory role overseeing IT operations or technical teams.
  • Demonstrated experience managing system outages, escalation procedures, and enterprise service management processes.
  • Experience supporting classified information systems and secure network environments.
  • Education / Certifications (Required):
  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related field; OR equivalent combination of education and relevant experience.
  • DoD 8570 IAT Level II certification (e.g., Security+, CCNA Security, or equivalent).
  • DoD 8570 IAM Level I certification (or ability to obtain within required timeframe).
  • Physical Requirements:
  • Ability to remain seated for extended periods while working at a computer workstation.
  • Ability to lift and carry equipment up to 40 pounds, including servers, networking hardware, and IT components.
  • Ability to move within office and technical facility environments, including secure facilities.
  • Work Environment/ Location:
  • Onsite performance at Camp Humphreys, Republic of Korea.
  • Work performed within Government facilities, including secure and classified environments (SCIF).
  • Standard operating hours are aligned with mission requirements, with staggered shifts and extended hours as necessary to support operational needs.
  • Travel Required:
  • Limited local or regional travel within the Republic of Korea may be required to support mission activities.
  • Occasional travel for training, coordination, or mission support as directed.
  • Work Authorization / Security Clearance Requirements:
  • U.S. Citizenship required.
  • Active Top Secret clearance with Sensitive Compartmented Information (TS/SCI) eligibility required prior to start.
  • Must meet all applicable security, background investigation, and access requirements to support classified systems.
