Scope

Court Technology Services, within the Alberta Courts, is seeking a Program Manager to work on the design / implementation plan / program development plan for various projects within the technology delivery space of the Alberta Courts. Deliverables (delivered iteratively) include:

  • Provide subject matter expertise and recommendations on digital delivery, agile product development, and corresponding organizational transformation;
  • Assess and develop initiatives to grow and cultivate digital capability, capacity, and culture from the perspective of service transformation;
  • Advise, coach and lead product and platform teams throughout project lifecycles, from initial discovery and concept to production and continuous improvement;
  • Advise and coach executive leadership teams on change to enable transformation in areas such as organizational structure, governance, capacity building, policy, infrastructure, and culture;
  • Create and present options, frameworks, models, and briefings for senior executives regarding digital transformation, based on best and emerging practices;
  • Facilitate strategic conversations to develop shared understanding and generate options for decision-making to align diverse stakeholder interests;
  • Develop baseline and ongoing outcomes, key results, metrics, and other indicators.
Duties

Responsible for the coordination and implementation of projects part of the Justice Digital Program. Oversees all aspects of the program, builds an effective operating environment, defines project objectives, scope, and guiding principles, conducts comprehensive analysis, monitors and summarizes progress, builds and maintains working relationships with Courts stakeholders, project vendors, and GoA departments, and prepares status reports for management. Key duties include compiling program charters and business/project plans; managing projects documenting business requirements and delivering IT solutions compliant with enterprise architecture; developing recommendations on resource requirements, dependencies and policy implications; producing deliverables for steering committees and stakeholders; managing multiple tasks, resources and project governance; conducting consultations with Courts and Ministry of Justice stakeholders; managing vendor communication and risk escalation; developing project plans, schedules and budgets; reporting project status; providing change management and communication leadership; and developing Chief / Minister / Deputy Minister / ADM-level briefings.
