Penn-co Construction Canada (2003) Ltd. is seeking to hire a full-time, permanent Business Systems Specialist based in Steinbach, Manitoba. The role exists to strengthen Penn-co's internal capability to evaluate, implement, integrate, improve and support business systems used across corporate and construction operations.


Penn-co Construction Canada (2003) Ltd. is a Manitoba-based construction company with approximately 500 employees. The company delivers construction services through a project-based operating model that requires coordination between corporate teams, field operations, project management, finance, estimating, safety, IT, construction technology and external partners.


As Penn-co grows, its ability to execute consistently depends increasingly on business systems that are reliable, adopted, well-supported and connected to real operational workflows. The Business SystemsSpecialist will support this need by helping translate business objectives and operational realities into practical information-system improvements.


Key Responsibilities:


  1. Confer with internal stakeholders to identify, clarify and document business requirements for information systems, business processes, reporting needs, workflow improvements and technology-enabled change.
  2. Analyze current information-system processes and operational workflows to identify friction, duplication, data-quality concerns, support gaps, adoption barriers and opportunities for improvement.
  3. Translate business objectives and operational needs into clear requirements, process maps, implementation plans, testing plans, documentation and support handoff materials.
  4. Coordinate the design, integration, testing and implementation of information-system business solutions across corporate and construction operations.
  5. Act as a liaison between business units, IT, business systems, construction technology, vendors, support teams and operational leaders to ensure requirements are understood and implemented in practical ways.
  6. Support user acceptance testing, implementation validation and post-implementation review to ensure business-system changes meet operational needs and function reliably.
  7. Develop and maintain process documentation, standard operating procedures, training materials, user guides and implementation playbooks that support repeatable delivery and sustainable adoption.
  8. Advise internal leaders on information-system improvements, service delivery practices, workflow governance, vendor coordination, adoption risks and long-term maintainability of business systems.
  9. Support technology adoption through stakeholder engagement, workshops, structured follow-up, change communications and practical support for operational users.
  10. Contribute to continuous improvement by establishing feedback loops, performance indicators, lessons learned and standards for future business-system initiatives.


Required Qualifications:


  • Progressively responsible experience in business systems, information systems, IT service delivery, technology-enabled process improvement, digital transformation, systems implementation, enterprise technology delivery or related work.
  • Experience identifying business requirements and translating them into practical system, workflow, reporting, documentation or service-delivery outcomes.
  • Experience working between business stakeholders, technical teams, vendors, support teams and operational users.
  • Experience supporting implementation, testing, rollout, adoption, documentation or continuous improvement of business systems or enterprise technology platforms.
  • Strong understanding of process improvement, service delivery, vendor coordination, stakeholder communication and user adoption.
  • Post-secondary education or equivalent professional experience demonstrating the ability to analyze business processes, implement information systems and lead technology-enabled organizational change.
  • Strong written and verbal communication skills with both technical and non-technical audiences.
  • Ability to work on-site in Steinbach, Manitoba, with occasional travel to project locations as required.
  • Experience in construction, architecture, engineering, infrastructure, aviation, logistics, manufacturing, SaaS, digital training or other complex operational environments.
  • Experience with ITIL, PRINCE2, ISO 27001, project delivery frameworks, process design, service management or change adoption.


Preferred Qualifications:


  • Experience with Microsoft 365, ERP-adjacent workflows, reporting tools, workflow automation, SaaS platforms, IT service management, cybersecurity coordination or business intelligence environments.
  • Experience building repeatable delivery frameworks, implementation playbooks, training resources, support models, SOPs or operating standards.
