Job description

The Director of Technology Development is a senior technology leader responsible for the overall architecture of the technology in use at both NOVOS and PRIME FiBER, including the underlying network itself, the B/OSS that drives it, and the internal IT infrastructure required to interact with it. This role combines hands-on technical leadership with strategic ownership, focusing on operational stability, system simplification, and reliable end-to-end integration across internal platforms and wholesale partners. The Director holds full accountability for systems and network engineering, support, and IT.
Key platforms and domains include Nokia Altiplano, Nokia Corteca, Sonar, COS, Vitruvi, IQGeo NMT, and homegrown solutions supporting planning, design, build, ordering, provisioning, activation, assurance, and billing workflows.
Key Responsibilities
Systems Engineering & Enterprise Platforms
  • Own systems engineering strategy across cloud, hybrid, and on-prem environments supporting enterprise and OSS-adjacent platforms.
  • Drive platform stability, lifecycle management, automation, backup, and disaster recovery.
  • Ensure architectural consistency and integration integrity across systems.
  • Act as escalation owner for OAP-related customer or wholesale activation issues.
Network Engineering & Connectivity
  • Partner with Network Operations and NOC teams to ensure internal networks support production fiber operations.
  • Implement monitoring, observability, and proactive performance management.
  • Support new product development through network and platform readiness.
  • Eliminate manual provisioning through automation and hardened workflows.
IT Operations & End-User Enablement
  • Lead corporate IT operations including end-user computing, endpoint lifecycle management, identity and access management, SaaS platforms, and IT service management.
  • Establish ITIL-aligned service delivery practices including SLAs, escalation models, incident response, and change management.
  • Standardize tools, security baselines, and configurations to improve reliability and employee experience.
  • Serve as executive escalation point for critical IT outages and security incidents.
Operational Stability & Platform Consolidation
  • Own stability across IT, systems, networks, OAP, and wholesale integrations.
  • Drive vendor rationalization, system consolidation, and technical debt reduction.
  • Lead incident management, root-cause analysis, and reliability improvements.
Leadership & Team Development
  • Build and lead teams across IT Support, Systems Engineering, Network Engineering, and Platform Integration.
  • Mentor senior engineers and technical leaders.
  • Operate as a player-coach during critical initiatives or incidents.

  • Bachelor's degree in Computer Science, Engineering, or related field (or equivalent experience).
  • 10+ years of experience in IT, systems engineering, network engineering, or platform operations.
  • 5+ years in senior technical leadership roles.
  • Hands-on experience with Nokia platforms preferred.
  • Experience integrating Order & Activation Platforms (OAP) in fiber or telecom environments.
  • Proven success stabilizing, consolidating, and scaling platforms in high-growth organizations.
  • Strong executive communication and cross-functional leadership skills.
