What is an IT data engineer?

IT Data Engineers are professionals who design, build, and maintain systems and infrastructure that collect, store, and process large volumes of data. They work with databases, data warehouses, and data pipelines to ensure data is reliable, accessible, and ready for analysis by data scientists and analysts. Their responsibilities include optimizing data workflows, integrating data from multiple sources, and ensuring data security and quality. IT Data Engineers often use programming languages such as Python, SQL, or Java and tools like Hadoop, Spark, and cloud platforms.

What are the key skills and qualifications needed to thrive as an IT data engineer?

To thrive as an IT Data Engineer, you need expertise in data modeling, database management, ETL processes, and proficiency in languages such as SQL, Python, or Scala, usually supported by a degree in computer science or a related field. Familiarity with big data tools like Hadoop, Spark, and cloud platforms (AWS, Azure, Google Cloud), as well as relevant certifications, is highly valuable. Strong problem-solving abilities, attention to detail, and effective communication skills help data engineers collaborate with teams and ensure data integrity. These skills are essential for designing scalable data solutions, maintaining data quality, and supporting organizational decision-making.

What are some common challenges IT data engineers face when integrating data from multiple sources?

IT Data Engineers often encounter challenges such as data inconsistency, varying data formats, and differing data quality standards when integrating information from multiple sources. Addressing these issues requires strong data cleansing skills and experience with ETL (Extract, Transform, Load) tools to harmonize datasets. Collaboration with business analysts and source system owners is crucial to understand data context and resolve integration conflicts efficiently. Successfully managing these challenges ensures reliable, high-quality data pipelines for downstream analytics.

Job Summary

Aptive is seeking a Health IT Data Engineer to provide advanced data engineering and analytics infrastructure support for the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU) IT modernization and enterprise data environments. This role designs, builds, configures, and maintains secure and reliable data pipelines, data structures, and integration workflows that enable analytics, reporting, and operational insight across IHSC clinical, operational, and administrative domains.

The Data Engineer performs scripted development using tools such as Python, SQL, and ETL/ELT frameworks; optimizes data models and schemas for reporting; and implements data validation, reconciliation, and quality control processes. All development, configuration, and implementation activities are conducted within authorized Government-managed platforms and environments under Government oversight, direction, and approval, with written authorization from the COR or designated Government technical representative required prior to deployment to production environments. This is a designated Key Personnel position under the contract.

The ideal candidate combines strong data engineering fundamentals with healthcare or enterprise data experience and can collaborate with Data Strategists, Data Analysts, and Solutions Developers to enable analytics and reporting while ensuring compliance with federal security, privacy, and regulatory requirements.

Primary Responsibilities
  • Design, develop, and maintain scalable data pipelines to ingest, transform, validate, and store data from multiple internal and external systems.
  • Support enterprise analytics platforms by optimizing data models, schemas, and performance for reporting and dashboarding.
  • Implement data validation, reconciliation, and quality control processes to ensure accuracy, completeness, and reliability of IHSC data assets.
  • Support integration of healthcare, operational, and administrative data sources in alignment with enterprise data strategy.
  • Collaborate with Data Strategists, Data Analysts, and Solutions Developers to enable analytics use cases and reporting requirements.
  • Maintain documentation for data architectures, pipelines, transformations, and dependencies.
  • Support data governance initiatives, including metadata management, auditability, and lineage tracking.
  • Ensure data solutions comply with federal security, privacy, and regulatory requirements.
  • Assist with troubleshooting data issues and supporting operational continuity.
Minimum Qualifications
  • Advanced experience with SQL, relational databases, and data modeling.
  • Experience designing ETL/ELT pipelines and data integration workflows, including scripted development (e.g., Python).
  • Familiarity with cloud-based analytics and data platforms.
  • Understanding of healthcare or enterprise data environments.
  • Strong analytical, problem-solving, and documentation skills.
  • Ability to collaborate with technical and non-technical stakeholders.
  • Ability to work within Government oversight and approval processes, including obtaining written authorization prior to production deployment.
  • Ability to obtain and maintain a DHS/ICE fitness determination (public trust) and execute a DHS Non-Disclosure Agreement.
  • Legal authorization to work in the U.S.
Desired Qualifications
  • Experience supporting DHS, ICE, IHSC, or other federal healthcare IT or EHR modernization (EHRM) programs.
  • Experience with healthcare data domains and integration of clinical, operational, and administrative data sources.
  • Experience with data governance, metadata management, and data lineage tracking.
  • Familiarity with Power BI, Tableau, and enterprise analytics platforms.
  • Experience building data solutions within Government-managed or otherwise controlled/regulated environments.
