Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS:
Specialized Experience:
To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualified for this position your experience must demonstrate:
- Facilitating relationships with stakeholders such as the Office of Management and Budget (OMB), Treasury, and IRS leadership at the highest levels, including executives and subject-matter experts.
- Communicating both orally and in writing to explain complicated and/or sensitive tax laws and regulations, IRS policies, strategies, programs, and procedures for internal and external audiences to ensure consistent and accurate messages.
- Implementing organizational strategies and balance measures to ensure activities support the agency mission that may affect the utilization of personnel and labor relations.
- Implementing recommendations or decisions based on existing data (e.g., uses communication plans to identify target audiences and analyzes communications needs to support other functions' messages) using a variety of methodologies for identifying needs and measuring results.
- Leveraging administrative and managerial practices and policies of the Service to coordinate, as needed with the internal audiences and external stakeholders.
AND
You must also meet the following requirement(s):
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
