Senior Digital Program Specialist - Investment Operation Solutions The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing Infrastructure for Tomorrow in Asia and beyond - infrastructure with sustainability at its core. Collaborating with partners, AIIB meets clients' needs by unlocking new capital and investing in infrastructure that is green, technology-enabled, and promotes regional connectivity.
The Information Technology Department (ITD) provides technical services in the areas of digital services, IT-related procurement, cybersecurity, IT risk and resilience, data management, digital learning, and digital transformation, ensuring their overall alignment with the Bank's needs and priorities. The team oversees the development and refinement of the IT strategy as well as the effective management of technology resources and the provision of technical support across Bank operations.
The Senior Digital Program Specialist - Investment Operation IT Solutions (Team Lead), reporting to the Lead of Portfolio and Business Solutions Management, will be responsible for leading the delivery, enhancement, and support of digital solutions and programs that enable the Bank's investment operations.
Responsibilities:
  • Lead and develop a team of digital specialists, business analysts, project managers, and delivery resources.
  • Provide direction, coaching, performance management, and resource planning to ensure effective delivery of projects and operational support activities.
  • Engage with business stakeholders across investment operations to understand business priorities, identify opportunities for digital transformation, and design technology solutions that align with business needs, enterprise architecture, and Bank standards.
  • Serve as the solution lead for strategic investment operation digital platforms, driving solution architecture, business process design, systems integration, and technology roadmap planning to support evolving business requirements.
  • Lead and oversee a portfolio of investment operation technology programs and projects.
  • Ensure solutions are delivered on time, within budget, and with high quality while managing risks, dependencies, resources, and stakeholder expectations.
  • Act as the primary liaison between IT and business owners for assigned applications and platforms.
  • Manage demand intake, prioritization, roadmap planning, and governance processes to ensure alignment with business objectives.
  • Ensure ongoing maintenance, upgrades, operational support, and continuous improvement of investment operation applications in accordance with agreed service levels, security standards, and operational requirements.
  • Lead the design, development, implementation, and enhancement of custom-built business applications.
  • Ensure solutions are scalable, maintainable, secure, and aligned with industry best practices and the Bank's technology standards.
  • Ensure compliance with relevant frameworks (e.g., audit requirements, COSO) and proactively address risks and vulnerabilities in collaboration with various teams, such as audit, ICFR, and IT security and risk.
  • Identify improvement opportunities, enhance user experience, improve business value by leveraging data, user feedback, and the development of technologies.
  • Serve as the escalation point for project, operational, and technical issues.
  • Provide regular reporting on project status, portfolio performance, risks, resource utilization, and key outcomes to IT management and business stakeholders.
  • Work with various teams - such as IT infrastructure, data analytics, IT security and risk management, and IT service operations - to provide a smooth rollout of applications to users and maintain a highly secure and cohesive IT environment.
  • Manage third-party vendors and service providers, including procurement, contracting, performance evaluation, and compliance with service agreements.

Requirements:
  • Minimum 8-10 years of relevant IT experience or equivalent.
  • Master's degree or equivalent in information technology, computer science, software engineering, or a related discipline.
  • Extensive experience in successfully delivering enterprise-level applications and upgrades. Experience in managing solutions built on the Microsoft or Java technology stack is preferred.
  • Solid understanding of software development processes and lifecycles, agile methodologies, and enterprise architecture.
  • Experience working in a controlled enterprise environment with formal change, version, and release management.
  • Experience with interface integration, data migration, cloud platforms, and application monitoring.
  • Experience engaging and communicating with business stakeholders, managing expectations, and building consensus across diverse teams.
  • Demonstrated experience managing vendor contracts, statements of work, service delivery, and performance to meet organizational goals.
  • Strong interpersonal skills and a collaborative mindset, with the ability to work across multidisciplinary teams and cultural contexts.
  • Good written and verbal communication skills in English, with the ability to tailor messages to technical and nontechnical audiences.
