Analytica is seeking aData Analyst with strengths in data science and exposure to emerging AI capabilities (preferred)to support enterprise programs within the Defense Health Agency (DHA), aligned to theMeasures Team in theChiefData Analytics Office (CDAO).
This role combinesmanagement consulting and advanced analyticsto develop and operationalizeclinical and business performance measuresacross the Military Health System (MHS). The position focuses on transforming complex data intoactionable insights, performance metrics, and decision-support productsthat improve healthcare quality, readiness, and operational efficiency.

Responsibilities:
  • Develop and maintain clinical and business performance measures aligned with DHA/MHS priorities
  • Maintain and update assigned measures within the centralized Measure Library, ensuring consistency and adherence to governance standards
  • Define measure specifications, methodologies, and calculation logic
  • Identify appropriate data sources, benchmarks, and thresholds using evidence-based practices
  • Analyze performance metrics to identify trends and improvement opportunities
  • Produce process and outcome measures and support leadership reporting needs
  • Support development and refinement of performance measures and analytics outputs to inform decision-making
  • Apply data science techniques to analyze data and support predictive insights
  • Identify opportunities to incorporate AI/ML capabilities where applicable
  • Collaborate with cross-functional stakeholders and support working groups
  • Prepare briefings, reports, and presentations for leadership
  • Provide guidance on metrics interpretation and analytics outputs
  • Engage with stakeholders to capture requirements and define new or updated performance measures
  • Research and evaluate data sources; design methodologies for measure calculation and validation
  • Author and maintain Interface Control Documents (ICDs) and detailed specifications; obtain stakeholder approval and coordinate handoff to Data Operations for implementation
  • Update and govern measure artifacts within the Measure Library to support transition to Data-as-a-Product frameworks

Required Qualifications:
  • Bachelor's degree in Business, Healthcare, Data Analytics, Computer Science, Statistics, or related field
  • 5+ years of experience inmanagement analysis, analytics, or related roles
  • Experience working withKPIs, performance measures, or metrics frameworks
  • Strong ability tosynthesizecomplexdataintoactionable insights and recommendations
  • Must possess or be eligible for a SECRET clearance

Preferred:
  • Experience supportingDHA, MHS, or federal healthcare environments
  • Knowledge ofmeasure development, healthcare quality metrics, or performance management
  • ProficiencywithPython, SAS,SQL, Git(or similar analytics & version control tools)
